Summary of the contracting process

North Tyneside Borough Council procured carers support services for unpaid carers living in North Tyneside. The requirement covered two service areas: adult carers support and young carers support. Lot 2 extensions depend on annual funding and include an annual break clause. The council used an open procedure under the Procurement Act 2023. Evaluation was entirely quality-based: experience and knowledge 20%, project plan 15%, staffing resources 5%, staff skills and qualifications 10%, carer needs 15%, North Tyneside knowledge 15%, service delivery 10% and social value 10%.

This award demonstrates established local demand for specialist support to unpaid adult and young carers, delivered through a social services model. A credible future competitor would need relevant experience, competence and knowledge of carer support, together with a clear and deliverable service plan. It would need sufficient staffing resources and appropriately skilled, experienced, trained and qualified staff. Understanding the needs of carers and knowledge of North Tyneside would be central, as would the ability to demonstrate effective service delivery and measurable outcomes. The contract’s performance measures point to the importance of increasing statutory carers assessments and engagement, reaching carers and their families through innovative approaches, and improving opportunities for carers to take a break. Social value would also form a material part of the evaluation.

Planning Information

This is a further Pre-Market Engagement event, the original event taking place on 25th September 2025 and is to provide suppliers with details of an upcoming procurement. The event will provide an overview of the project, a new timeline for the procurement along with details of how to participate with an emphasis on Social Value requirements. Time will be made available for supplier questions during the presentation and can also be submitted by the teams chat function during the presentation or via email after the session. The event will take place via teams on 11th December 2025 at 10:00am. Interested parties can express an interest and receive an invite to the event by emailing: susan.stonehouse@northtyneside.gov.uk providing an email address for the invitation to be sent. NOTE: This procurement was originally planned for publication in November 2025, we are now planning to publish in January 2026.
