Summary of the contracting process

The London Boroughs of Richmond upon Thames and Wandsworth have procured community-based Emotional Outreach and Wellbeing Services for adults aged 18 and over with mental health needs. The services are intended to prevent, reduce and delay escalation through short-term, reablement-focused support that promotes recovery, independence and resilience. Delivery includes one-to-one sessions, group support and in-reach to people’s homes, using flexible engagement methods. Providers work with health, social care and voluntary sector organisations to address health inequalities and improve outcomes. The procurement covers two service areas: Richmond community-based mental health support, delivered in Richmond, and Wandsworth community-based mental health support, delivered in Wandsworth. The category is health and social work services, including social work and related services.

The procurement is complete and has reached award stage following an open procedure. Richmond Emotional Wellbeing Service was awarded to Richmond Borough Mind for £652,500 excluding VAT (£783,000 including VAT). Wandsworth Emotional Outreach Service was awarded to Together for Mental Wellbeing for £765,000 excluding VAT (£918,000 including VAT). Both awards are pending, with an award date of 20 July 2026 and a planned signature date of 31 July 2026. Both contract periods run from 1 October 2026 to 30 September 2030, with an option to extend by up to two years on a 1+1 basis, to 30 September 2032. Quality counted for 90% of the evaluation and social value for 10%. Four bids were received for Richmond and five for Wandsworth; three reached the final stage for each lot.

This procurement demonstrates established demand from two London boroughs for psychologically informed, community-based mental health support for adults. Suppliers seeking comparable work would need to deliver short-term reablement interventions through individual sessions, group activities and home-based in-reach, while adapting engagement to service-user needs. Credible providers would need to show they can promote recovery, independence and resilience, prevent escalation of mental health needs, and work effectively across health, social care and voluntary-sector partnerships. The evaluation placed substantially greater emphasis on service quality than on social value, so operational delivery, outcomes, safeguarding and partnership working would be central to a competitive proposition. The successful organisations were voluntary, community and social enterprise providers, and both lots were identified as suitable for SMEs and VCSE organisations.
