Summary of the contracting process

Wolverhampton City Council has completed the contract awards for the Families First for Children Pathfinder programme, a procurement initiative targeting families and children in social work and health services. The contract consists of two key components: Targeted Youth Support and Parental Advocacy, both under a multi-lot framework. Using the Open Procedure, a process tailored for Light Touch Regime services, the contract awards took place on 13 February 2026. The delivery of these services is slated to commence on 1 April 2026, ending on 31 March 2029, with an optional renewal of up to one year subject to funding availability and the Council’s discretion. Located in Wolverhampton, the programme falls under the Central Government’s sub-central public authority classification, aiming to address community needs within the United Kingdom.

This procurement offers significant avenues for business growth particularly for large-scale organisations and VCSEs. The Targeted Youth Support service, awarded to St Giles Trust, focuses on providing trauma-informed interventions to vulnerable adolescents, enhancing engagement without needing a social worker. Meanwhile, the Parental Advocacy service, awarded to VoiceAbility Advocacy, focuses on empowering parental participation in statutory child protection processes. Businesses with expertise in social work, advocacy, and working with youth or families facing exploitation, crime, or socio-economic challenges will find this contract particularly fitting. By supporting systemic community health and wellbeing improvements, businesses can also leverage social value opportunities outlined in the tender's award criteria.
