Summary of the contracting process

Wolverhampton City Council is currently active in the procurement stage for the Families First for Children Pathfinder (FFCP) programme, which targets the health and social work services sector. The procurement is divided into two main lots: Lot 1 - Targeted Youth Support and Lot 2 - Parental Advocacy. This programme aims to provide needs-led support for both young people and parents in navigating relevant services. The open procedure under the Light Touch Regime is being used, with significant emphasis placed on service quality. The tender period is set to close on 27th November 2025, and potential suppliers can provide electronic submissions by registering at Wolverhampton Tenders website. The services will be focused within the UKG39 region, with the contract start date planned for 1st April 2026 and a completion date of 31st March 2029, inclusive of possible extensions.

This tender provides substantial business growth opportunities, particularly for small and medium enterprises (SMEs) and voluntary, community, and social enterprises (VCSEs) that operate within the social services sector. Companies with expertise in youth support, parental advocacy, and multi-agency coordination will find themselves well-positioned to compete. With an overall project value of £1,416,000, which covers both lots, businesses that demonstrate strong financial capability and innovative service delivery methods, alongside an ability to meet specific selection criteria such as a minimum turnover threshold, will have a competitive edge. This tender can significantly aid businesses aiming to expand their footprint in public service provision while contributing to community-focused outcomes.
