Summary of the contracting process

Lancashire County Council has undertaken a public procurement process for the provision of residual waste recovery services in East Lancashire, consisting of four lots in the district areas of Burnley, Hyndburn, Pendle, and Rossendale. The procurement method used was an open procedure, and the tender was initially announced in September 2025 with the submission deadline extended to 18 November 2025. The procurement process progressed through various stages, including planning, tendering, award, and contract signing, with the contracts commencing on 1 April 2026 and running through to 31 March 2028, with options to extend to a maximum of four years until 2030. The procurement was driven under the legal basis provided by UK legislation 2023/54, and the total gross value for the four lots reached approximately £74,952,857 GBP, covering a combined annual waste recovery of 89,900 tonnes across all districts.

This tender represents a significant opportunity for business growth for firms in the waste management and recovery sector, especially those specialising in refuse and waste-related services. With the open procedure allowing wide participation, small and medium enterprises (SMEs) are particularly encouraged to engage, given their suitability for the contract requirements. The tender opens doors for businesses like ENVIROFUEL (SRF) LTD, which was awarded the contract for all four lots, favouring firms with expertise in managing residual waste from various sources, including household waste, commercial waste, and street cleaning materials. The contract ensures steady demand for services across multiple geographical areas, creating potential for expanding business operations and solidifying market presence within the waste management industry. These services encompass acceptance, weighing, and recovery operations, making it an attractive proposition for firms with established facilities and infrastructure capable of meeting the meticulous service delivery metrics laid out by Lancashire County Council.
