Summary of the contracting process

Northern Ireland Water Limited procured mechanical installation, repair and maintenance services for the manufacturer’s equipment across its water and wastewater asset base. The contractor is responsible for supplying skilled and unskilled labour and materials, carrying out work to the specification and statutory requirements, and meeting NI Water’s standards. The procurement was divided into two geographic service areas: the North West and the South East of Northern Ireland. The work covers mechanical engineering and equipment installation, repair and maintenance, including mechanical building installations and compressors. NI Water is the buying organisation, and the services are for its assets across both areas.

The procurement reached award stage, but both resulting contracts were cancelled on 29 September 2026. The North West lot was awarded to Water Solutions Ireland Ltd for £33.25 million excluding VAT (£39.9 million including VAT); the South East lot was awarded to Fin Maintenance Ltd for the same value. Both awards were made on 5 August 2026. The contract period was due to run from 20 January 2027 to 19 January 2030, with four optional extensions of up to 12 months each, subject to the client’s discretion and agreement. NI Water used a competitive flexible procedure. Each lot was assessed on an equal 50:50 weighting for quality and cost. The tender deadline was 20 April 2026.

This procurement shows demand from NI Water for suppliers able to maintain and install a broad range of mechanical equipment across its assets, with coverage split between the North West and South East. A credible competitor would need to mobilise skilled and unskilled labour, source materials, and deliver repair, maintenance and installation work to technical specifications and statutory requirements. The award of separate regional lots to two suppliers shows the work can be delivered by area, and the tender was considered suitable for SMEs. Five SMEs submitted final-stage bids for each lot, indicating competition from specialist providers. To compete when this requirement returns, suppliers should be able to demonstrate strong technical quality alongside competitive costs, and sufficient capacity to serve the relevant area.
