Birmingham Adult Drug and Alcohol Service
Notice Description
The Birmingham City Council Adult Drug and Alcohol Service provides a specialist treatment and recovery service. The Council has followed The Direct Award Process C for the award of this contract. This process has been undertaken in accordance with the Health Care Services (Provider Selection Regime) Regulations 2023.

The Service is focused on helping individuals overcome substance dependency and reducing the negative impact of substance misuse on families, communities, and society. It is guided by a locally informed, person-centred approach that ensures support is tailored to individual circumstances. This enables people to progress through their treatment and recovery journey while addressing vulnerabilities, safeguarding concerns, and managing risk appropriately. Birmingham City Council are intending to award a contract to an existing provider following Direct Award C (under PSR) for the period 1st October 2025 - 30th September 2029 (2+2 years) with a value of between PS64,287,726 and a maximum of PS83,000,000. The value is expressed as a range to express the Core Contract plus the potential grant funding element from the Office for Health Improvement and Disparities (OHID). The maximum potential contract value will be PS83,000,000 over the 4-year period. All spend will go through Internal the spend control approval process.
Options: With the option to extend for a further 2 years.
Procurement Information
On the 23rd July 2024, Cabinet delegated approval of the Commissioning/Procurement Strategy and Contract Award for the future service provision for the Adults Drug and Alcohol Treatment Service post 30th September 2025 to the Director of Public Health, in conjunction with the Cabinet Member for Health and Social Care. Addictions Team leads held internal challenge meetings on the Procurement approach and strategy, ensuring robustness challenge from colleagues external to the department. On the 31st January 2025, the Chief Officer report was published approving the Procurement approach. Decision Making for the approval of Direct Award (Process C) in relation to Birmingham City's Drug & Alcohol Service was approved by Director of Public Health in conjunction with the Director of Commercial & Procurement (or their delegate) Executive Director of Finance and Section 151 Officer (or their delegate) and the Director of Legal & Monitoring Officer (or their delegate). Final approval was gained on 9th September 2025. Commissioners involved this re-procurment from designing to contract award were asked to declare any known conflicts of interest before participating in re-commissioning activity or making any recommendations. No conflicts of interest were identified among individuals involved in making the decision in relation to this service. The Council has carefully considered all Key Criteria in its decision to award this contract. To build confidence in the Provider's ability to deliver the service effectively against the Key Criteria, the Council adopted a two-stage evaluation process: Initial submission review, followed by Structured feedback, enabling the Provider to demonstrate quality and ongoing alignment with the Council's strategic priorities. This approach ensured a robust, transparent, and outcome-focused process, supporting the delivery of high-quality, inclusive, and sustainable services for the community. In recognition of emerging needs and priority areas the Council incorporated additional evaluation criteria to ensure the service remains relevant and responsive to local health challenges. As part of the Direct Award C process, evaluation has also included an assessment of the Provider's performance against the UK Government's Quality Commissioning Standards for Alcohol and Drug Services https://www.gov.uk/government/publications/commissioning-quality-standard-alcohol-and-drug-services. These standards serve as a benchmark for ensuring quality, safety, and effectiveness in service delivery.
