Summary of the contracting process

The Department for Education is procuring a national delivery partner to establish and operate the PE and School Sport Partnerships Network across England. The procurement has reached tender: the Department for Education has invited offers through an open competitive flexible procedure. Bids are due through the Jaggaer e-procurement portal by 25 September 2026 at 12:00. Evaluation and award are scheduled to conclude by 25 November 2026. The contract is planned to run from 7 December 2026 to 31 March 2029, with up to three 12-month extension options, allowing a latest end date of 31 March 2032. It is a single-lot service opportunity. The initial term is valued at approximately £426 million; the total potential value is £883.7 million excluding VAT, or £1.06 billion including VAT. Quality carries 70%, social value 10% and price 20%. The two highest-scoring tenderers will proceed to BAFO or negotiation before final tenders.

This opportunity suits a well-established organisation, consortium or collaborative partnership with the capacity to lead a complex national programme and coordinate a broad stakeholder network. Bidders must demonstrate annual turnover of at least £55 million, experience delivering complex programmes, and experience administering and managing large-scale public or pass-through funding. Strong financial controls, governance and assurance arrangements appropriate to a programme of this scale are required. Relevant delivery capability includes service design and mobilisation, local and school-facing support, grant management, supply-chain management, safeguarding, quality assurance, digital platforms, and performance management. The requirement also rewards credible plans for employment and training for people facing barriers to employment, including disabled and under-represented groups, with clear monitoring and reporting. SMEs and VCSEs are expressly suitable, including through collaborative bids.

THIS IS AN INVITATION TO BID This is a notice seeking bids from interested parties in relation to the Department for Education procurement of a National Delivery Partner to establish and deliver the new PE and School Sport Partnerships Network across England. The National Delivery Partner will be responsible for the strategic leadership, design, implementation, and operational delivery of the PE and School Sport Partnerships Network. The Partnerships Network will focus on reducing inequalities in access and participation and improving the quality and consistency of PE and school sport for all children. It will provide flexible local support, support schools to protect two hours of PE weekly, and strengthen school-to-club links through peer-to-peer learning and co-ordinated CPD creating a more equitable, sustainable system for physical activity and sport in schools. Of the total circa PS513m programme funding, the contract value for this opportunity is circa PS426,000,000 for the initial contract term. A large proportion of this is pass through funding with a price cap placed on service element of this provision.
