Summary of the contracting process

The Association of North East Councils Limited, trading as the North East Procurement Organisation (NEPO), established a national furniture framework for its Member and Associate Authorities. It covers five areas: office and home-working furniture; educational and library furniture; residential furniture for social care settings; tough furniture; and ergonomic furniture with associated services. Products are furniture and related furnishings, supplied across the UK, Guernsey, the Isle of Man and Jersey. The framework can also be used by a broad range of public bodies, including government departments, NHS bodies, local authorities, emergency services, educational establishments, registered social landlords and registered charities. It is a goods procurement, with recycled or refurbished furniture and circular services also relevant at call-off stage.

The open procedure has reached award stage. A framework was awarded on 30 July 2026, subject to standstill until 11 August 2026, with signature scheduled for 1 September 2026. It runs from 1 September 2026 to 31 August 2030; Lot 3 ends on 30 August 2030. Each lot has an estimated gross value of £160 million: Lot 1 Office and Home Working; Lot 2 Educational and Library; Lot 3 Residential Social Care; Lot 4 Tough Furniture; and Lot 5 Ergonomic Furniture and Associated Services. Awards are non-ranked, with call-offs made directly or through further competition. Quality counted for 60% and price 40%, including 10% social value within quality. Suppliers pay a rebate capped at 1% of invoices.

This framework shows sustained, wide-ranging public demand for furniture, with separate routes for workplace, education, social care, durable and ergonomic requirements. It is relevant to manufacturers, specialist distributors, workplace and interior suppliers, ergonomic specialists, social-care furniture providers and firms able to deliver associated services. The successful supplier profile combines product breadth with reliable national supply, pricing discipline and the ability to support call-off delivery across the UK and the Crown Dependencies. Suppliers should be able to demonstrate quality and social-value performance, compete on price, and consider recycled or refurbished products and circular services. Smaller businesses and voluntary, community or social enterprises were considered suitable for all five lots. The framework permits both direct awards and further competitions.

Planning Information

NEPO intend to publish a Preliminary Market Engagement Questionnaire via the OPEN e-Tendering system (www.open-uk.org). The questionnaire responses will help NEPO design the Framework by providing the level of market interest and provide insight from suppliers on the shaping of the future provision. The questionnaire will be made accessible via OPEN on 12/11/2025 with a submission deadline of 12:00 on 26/11/2025. Suppliers wishing to access and complete the questionnaire must first register on OPEN using the link above. PLEASE NOTE: OPEN is accessible 24/7 however, technical support is available Monday to Thursday 08:30 - 17:00 and Friday 08:30 - 16:30. NEPO also intend to hold a Market Engagement event* with interested suppliers via Microsoft Teams on 28/11/2025. This event will include a presentation and Q&A. Suppliers wishing to attend this event are required to register their interest either via email to sam.herron@nepo.org or by way of completion of the questionnaire on OPEN by 12:00 on 26/11/2025. *Attendance is optional and does not provide suppliers with an advantage in any future related procurement.
