Summary of the contracting process

The Association of North East Councils Limited, trading as the North East Procurement Organisation (NEPO), established a framework for supplying furniture and related products. It covers office and home-working furniture; educational and library furniture; residential furniture for social care settings; tough furniture; and ergonomic furniture with associated services. The goods are intended for NEPO members and associate members, including contracting authorities across the UK, and may be delivered throughout the UK, Guernsey, the Isle of Man and Jersey. The framework can support direct awards or further competitions for call-off contracts. The requirement is classified as furniture, furnishings, domestic appliances and cleaning products (CPV 39000000).

This procurement is complete and has been awarded through an open procedure. Five framework lots were awarded on 30 July 2026, with contracts signed: office and home-working furniture to 19 suppliers; educational and library furniture to 12; residential social-care furniture to 10; tough furniture to 4; and ergonomic furniture and associated services to 15. Each lot has a gross estimated value of £160,000,000; each signed contract is shown at £32,000,000 gross (£26,666,666.67 excluding VAT). Contracts run from 1 September 2026 to 31 August 2030, except the residential lot, which ends on 30 August 2030. Evaluation was 60% quality, including 10% social value, and 40% price. The framework allows direct awards and further competitions, with up to 60 participants overall.

This is evidence of substantial, recurring public-sector demand for suppliers able to provide furniture at scale across multiple settings and locations. Relevant competitors include manufacturers, wholesalers, office-furniture specialists, educational and library suppliers, social-care and residential furniture providers, tough-furniture manufacturers, ergonomic workplace specialists and installation or associated-service providers. The framework was suitable for SMEs and voluntary, community and social enterprises, and the awarded supplier base includes both. Credible future participants would need reliable national or multi-region distribution, broad product ranges, consistent quality, competitive pricing and the operational capacity to serve public authorities through call-off contracts. Experience in social value delivery will matter, as will the ability to supply recycled or refurbished furniture and provide related circular services. Suppliers should also be prepared for direct-award pricing and further competitions where quality, price and social value weightings may vary.

Office Furniture & Home Working

Options: In addition to the requirements under each individual lot, suppliers will be asked to indicate whether they have the capability to supply recycled or refurbished furniture and associated circular services. Contracting Authorities may refer to this information when designing call off requirements; however, any assessment of recycled or refurbished options at call off will rely on separately published award criteria in the relevant call off documentation, in line with PA23.

Educational & Library Furniture

Planning Information

NEPO intend to publish a Preliminary Market Engagement Questionnaire via the OPEN e-Tendering system (www.open-uk.org). The questionnaire responses will help NEPO design the Framework by providing the level of market interest and provide insight from suppliers on the shaping of the future provision. The questionnaire will be made accessible via OPEN on 12/11/2025 with a submission deadline of 12:00 on 26/11/2025. Suppliers wishing to access and complete the questionnaire must first register on OPEN using the link above. Should you require technical assistance from the OPEN Support team, this can be requested via open.support@nepo.org. PLEASE NOTE: OPEN is accessible 24/7 however, technical support is available Monday to Thursday 08:30 - 17:00 and Friday 08:30 - 16:30. NEPO also intend to hold a Market Engagement event* with interested suppliers via Microsoft Teams on 28/11/2025. This event will include a presentation and Q&A. Suppliers wishing to attend this event are required to register their interest either via email to sam.herron@nepo.org or by way of completion of the questionnaire on OPEN by 12:00 on 26/11/2025. *Attendance is optional and does not provide suppliers with an advantage in any future related procurement.
