Summary of the contracting process

Tameside Metropolitan Borough Council, in collaboration with Oldham Metropolitan Borough Council, is seeking a provider for the "Tameside and Oldham Breastfeeding Peer Support Service." Targeting the health services sector, this procurement is an open tender process with submissions due by 13th October 2025. The project aims to implement and deliver services that support breastfeeding, addressing local challenges with low initiation and continuation rates. The service is anticipated to operate from 1st April 2026 to 31st March 2029, with a potential extension of 24 months. The estimated contract value stands at £1,364,962, and the service will primarily be delivered to the North West region of the UK.

Businesses positioned in the health services sector, particularly those specialising in maternal and infant health support, will find this tender an opportunity to expand their footprint into core public health services. Organisations with expertise in community health initiatives, peer support, and educational programmes targeting health inequalities could enhance their portfolio by participating. The open procurement process favours a transparent and competitive bidding environment making it accessible to SMEs and VCSEs capable of delivering high-quality service models. This tender could be a significant step for businesses seeking to grow through impactful social and health wellbeing projects.

Notice Title

TAMESIDE AND OLDHAM BREASTFEEDING PEER SUPPORT SERVICE

Notice Description

There is overwhelming evidence that proves breastfeeding provides substantial health and wellbeing benefits for mothers and babies which are experienced well beyond the period of breastfeeding itself. As well as contributing significantly to reducing health inequalities, benefits of breastfeeding can be categorised to the following: * Infant health: Breastfeeding protects children from a vast range of illnesses including infection, diabetes, asthma, heart disease and obesity, as well as cot death (sudden infant death syndrome). * Maternal health: Breastfeeding protects mothers from breast and ovarian cancers and heart disease. * Relationship-building: Breastfeeding supports the mother-baby attachment and relationship and the mental health of both baby and mother. Tameside and Oldham have significantly lower rates of breastfeeding initiation and 6-8 weeks continuation, compared to the England average. Therefore, Tameside Council, in partnership with Oldham Council, are looking to contract with a provider to implement and deliver a Breastfeeding Peer Support Service. It is expected that the Breastfeeding Peer Support Service will contribute to promoting a social and cultural shift where breastfeeding is viewed as the conventional way to feed a baby, as well as providing one to one and groups support.
