Summary of the contracting process

Cyngor Gwynedd is currently in the planning stage of procuring consultancy services for its Bangor High Street Empty Property Initiative (BEPI) under the Welsh Government's Transforming Towns programme. This contract aims to appoint a consultant to support the regeneration of vacant or underused properties on Bangor High Street, situated in the UKL12 region of the United Kingdom. The contract, scheduled to commence on 17th October 2025 and run until 31st March 2027, has a maximum value of £100,000. Potential bidders can attend a virtual "Meet the Buyer" event on 24th September 2025, with slots bookable by 22nd September 2025. The procurement involves services in architectural, construction, engineering, and inspection domains, with an emphasis on delivering bilingually in Welsh and English, and the tender will be evaluated based on a quality-price ratio of 80:20.

This initiative presents significant opportunities for businesses specialising in construction consultancy and building inspections, particularly those capable of fulfilling bilingual requirements. Small and medium-sized enterprises (SMEs) are encouraged to participate, given the procurement's suitability parameters. The selected consultant will deliver key services including technical appraisal, compliance verification, site inspections, and risk assessment for the properties, offering substantial opportunities to contribute to a high-impact regeneration project. Engaging in this project can enhance a business's portfolio with a focus on community revitalisation projects, positioning them strategically for similar opportunities in the future.
