Summary of the contracting process

NHS England commissioned a Community and School Aged Immunisation Service for Birmingham and Solihull. The service provides community and school-based vaccination for children and young people, as an existing service transferred to a new provider. It is a healthcare service procurement, classified under CPV 85100000 (health services), with delivery across Birmingham and Solihull. NHS Arden and Greater East Midlands Commissioning Support Unit managed the procurement on behalf of NHS England Midlands. The requirement is therefore relevant to healthcare providers with the operational capability to deliver immunisation services in schools and community settings across these areas, and to work within NHS commissioning and service arrangements. It is focused on vaccination delivery rather than general healthcare provision.

The procurement has been formally awarded under the Provider Selection Regime for health care services, following a competitive open procedure. NHS England awarded the contract to Vaccination UK Limited on 30 July 2026. The contract was signed on 23 April 2026 and starts on 1 September 2026 for five years, with an option to extend by two years to 31 August 2033. Its estimated lifetime value, including extensions, is £12,574,016.10. Two bids were recorded. Basic selection questions were assessed pass/fail; the weighted evaluation covered Integration, Collaboration and Service Sustainability (25%), Quality and Innovation (23%), improving access, reducing health inequalities and facilitating choice (22%), Value (20%) and Social Value (10%).

This award demonstrates sustained NHS demand for a sizeable community and school-aged immunisation operation in Birmingham and Solihull. A credible future competitor would need proven capability to plan and deliver vaccination sessions for children and young people across school and community settings, while maintaining safe, reliable and accessible services. The evaluation shows that clinical delivery alone would not be enough: strong proposals would need evidence of quality and innovation, value, integration with partners, collaboration, service sustainability, improved access, reduced health inequalities, patient choice and social value. Providers should also be able to meet NHS basic selection requirements and demonstrate the organisational capacity to manage a multi-year regional service. The incumbent is a large vaccination specialist, indicating the scale and specialist focus expected.
