Summary of the contracting process

The Foreign, Commonwealth, and Development Office (FCDO) initiated a procurement process for the Nairobi Railway City Technical Assistance Project in Kenya, with the tender ID "itt_7595". The procurement aimed to secure services to support the development of Kenya Railways' strategic projects in Nairobi. However, as of 8th April 2026, the tender has been cancelled due to a material change in the required services scope, as per the announcement date. The procurement was initially set to follow a competitive flexible procedure, with the tender status actively enforced until this recent cancellation. Previously planned deadlines included an enquiry period ending on 23rd April 2026 and a tender submission period ending on 30th April 2026, with an anticipated contract start date of 22nd June 2026. The procurement was categorized under foreign economic-aid-related services and valued at £9 million. The buyer, FCDO, operates from London, UK, focusing on central government public authority roles. Future re-tender notices are expected once a revised scope is established.

This tender represented a significant opportunity for businesses with expertise in technical assistance, particularly those adept in strategic oversight, leadership, and stakeholder management in the railways sector. The project was intended to drive economic growth, create job opportunities, and enhance transport capacity through developments in Nairobi, inclusive of climate-resilient affordable housing components. Enterprises well-suited for such contracts include seasoned service providers within infrastructure development and urban planning, especially those with existing relevant licences in Kenya or the capability to secure them. Small and Medium Enterprises (SMEs) were encouraged to partake, given the contract’s inclusion in light-touch regime processes, which typically lower entry barriers for smaller firms. Once re-announced, businesses capable of meeting these new project deliverables should consider this opportunity for growth in the African infrastructure sector.
