Summary of the contracting process

The Countess of Chester Hospital NHS Foundation Trust established a national framework for mental health and wellbeing services for children and young people, adults, or both. The services are intended to supplement or support NHS provision and may cover a range of mental health and wellbeing needs, delivered virtually or in person. Framework users include NHS bodies, integrated care boards, local authorities and other eligible health organisations across England and Wales. The work can therefore involve serving people in varied local settings across both nations, rather than delivery at a single site. The framework is designed to give these authorities a route to contract with providers for services that help address demand beyond NHS capacity.

The framework has been awarded and contracts have been signed with multiple providers. Named suppliers include Dr Julian Medical Group, Tellmi, Portland Clinical, Healios, MoodEaser, NEXTGEN Healthcare Services, CHUMS, Prometheus Complex Care, Mind Balance Center, Oasis Homecare, AbleWay Support, PLE Health, South East London Care, Your Private Healthcare, Exclusive Secure Care Services and LOHA Health. The framework’s approximate lifetime value is £135 million excluding VAT; this is not a guaranteed call-off spend. Agreements run until 8 August 2029 and may be renewed. The open competitive process was conducted under the Provider Selection Regime. Evaluation weighted quality and innovation at 30%, integration, collaboration and sustainability at 30%, access, reducing health inequalities and choice at 20%, social value at 10%, and commercial value at 10%. New providers may join during the framework term.

This framework demonstrates demand from public health authorities for mental health and wellbeing provision for both young people and adults, through virtual and in-person delivery. The selected provider group includes specialist clinical, digital and care organisations, showing that relevant capability can be delivered through different service models. To compete credibly when this requirement returns to market, suppliers should be able to show a strong service offer with evidence of quality and innovation, and the ability to integrate with NHS and local authority services, collaborate with other providers and sustain delivery. They should also demonstrate how their services improve access, reduce health inequalities and support choice, alongside a convincing social value offer and competitive commercial terms. The framework attracted both small and larger suppliers, indicating that the opportunity was not confined to large organisations.

Notice Information

Notice Title

National Framework Agreement for the provision of Mental Health and Wellbeing Services (Framework Re-opening)

Notice Description

The level of demand for mental health services continues to grow. Data from the Mental Health Services Data Set (MHSDS) shows there were 600,000 more adults in contact with secondary mental health services in June 2024 than there were in June 2019. This reflects a 45% increase in 5 years, which cannot be accounted for by population growth alone. The number of children and young people in contact with mental health services increased by 29% from June 2022 to June 2024. While the NHS mental health workforce has grown, demand for mental health services exceeds NHS capacity. Relevant Authorities are seeking additional providers of mental health and wellbeing services to supplement or support NHS provision. This Framework Agreement will provide a quick and compliant route to contract for these services.
