Summary of the contracting process

Derbyshire County Council has concluded a comprehensive public procurement process under the "CPH130 Social Connection Service" to foster social connectedness across Derbyshire, excluding Derby City. Facilitated under the Light Touch Regime of the Procurement Act 2023, this initiative was structured as a competitive procedure with a substantial budget of up to £1.2 million. The procurement was divided into three geographic lots: North East, North West, and South Derbyshire, addressing key areas such as Bolsover, Chesterfield, North East Derbyshire, High Peak, Derbyshire Dales, Erewash, Amber Valley, and South Derbyshire. Procurement stages, including planning and tendering, spanned from preliminary market engagements commencing in September 2025, through tender and award phases, culminating in active contracts set to begin on 1 November 2026 and potentially extend to October 2029, subject to a 12-month renewal option.

This procurement presents substantial opportunities for business growth, particularly for organisations specialising in health and social work services. The service aims to reduce loneliness and improve community wellbeing by engaging local community assets and resilience-building endeavors. Suitable candidates include large enterprises, small to medium enterprises (SMEs), and volunteer community and social enterprises (VCSEs) that focus on collaborative service delivery and impactful social outcomes. The projects were awarded to organisations such as RETHINK TRADING LTD and Citizens Advice Mid Mercia, indicating a diverse and inclusive approach to community services. Businesses across the health and social sectors can benefit from insights into collaborative approaches and specifying outcomes for service delivery, thereby aligning with Derbyshire's objectives to enhance community cohesion.
