Summary of the contracting process

The Foreign, Commonwealth and Development Office (FCDO), a central government authority, is in the planning stage of a procurement process for the "Jobs and Economic Transformation Programme Pakistan (JETPAK)." This initiative is centred on foreign economic-aid-related services, and it seeks to provide technical assistance and grants to medium and large firms. Located in London, the FCDO invites interested suppliers to participate in an Early Market Engagement event scheduled for 2nd October 2025. The programme, primarily funded through Resource-DEL with a Capital-DEL component, aims to enhance value-add exports, mobilise investment, and support local consultancy development in fields such as standards and business support services. Detailed programme insights and feedback opportunities will be available to suppliers during the engagement session, helping shape the procurement route to market.

This tender presents significant opportunities for businesses specialising in technical assistance and grant programmes, particularly those experienced in working with medium and large firms in emerging markets such as Pakistan. Companies with innovative approaches for improving financing, and expertise in export enhancement, investment mobilisation, and business process consultancy stand to benefit greatly. Suppliers capable of delivering solutions in these domains can leverage this programme to foster substantial business growth, using proven models to tackle challenges in high-growth sectors, and forge lasting partnerships with the FCDO.
