Summary of the contracting process

NHS Buckinghamshire, Oxfordshire and Berkshire West Integrated Care Board and Frimley Integrated Care Board commissioned restorative dental services covering endodontics and prosthodontics. The work is divided between Buckinghamshire, Oxfordshire, Berkshire West and Berkshire East, serving patients across these Integrated Care Board areas. Endodontic services cover the treatment of dental pulp and root-related conditions, while prosthodontic services cover the restoration and replacement of teeth. Six lots were awarded: endodontics and prosthodontics in Buckinghamshire and Oxfordshire, and endodontics and prosthodontics in Berkshire West and Berkshire East. The two Berkshire West and Berkshire East prosthodontics lots were discontinued without an award. NHS South, Central and West Commissioning Support Unit ran the process for the commissioners.

The procurement was awarded through a competitive Provider Selection Regime process using an open procedure. The six successful awards were made on 28 July 2026 to Mos Solutions Ltd for endodontics in Buckinghamshire (£1,103,760), endodontics in Oxfordshire (£1,403,640), prosthodontics in Buckinghamshire (£1,021,160) and prosthodontics in Oxfordshire (£1,298,500); and to Najeeb and Shireen Ltd for endodontics in Berkshire West (£997,080) and Berkshire East (£859,320). Contracts were signed on 16 April 2026 and run for five years, with an optional extension of up to two years. Evaluation used pass/fail basic selection criteria, then scored quality and value criteria: quality and innovation 42%, access and health inequalities 25%, integration and sustainability 18%, social value 10%, and value 5%.

This requirement suits dental providers with the clinical capability and operational capacity to deliver both endodontic and prosthodontic restorative services across defined local areas. Credible competitors would need to demonstrate service quality and innovation, effective integration and collaboration with NHS services, sustainable delivery, and the ability to improve access, reduce health inequalities and facilitate patient choice. Social value also formed part of the assessment, while price had relatively limited weighting. Providers needed to satisfy the basic suitability requirements and could bid for up to four lots, with no more than two endodontics lots and two prosthodontics lots. The awards show that small and medium-sized providers can win substantial, multi-area NHS dental work under this route.

Notice Description

Buckinghamshire, Oxfordshire & West Berkshire (BOB) and Frimley (Berkshire East) Integrated Care Boards (ICBs) (the Commissioners) sought to commission providers who have the capability and capacity to deliver Restorative Dental Services Endodontic and Prosthodontic) in Buckinghamshire, Oxfordshire & West Berkshire and Frimley (Berkshire East), in line with the specified requirements. The procurement was divided into 8 lots (Lots 1 - 4 for Endodontics and Lots 5 - 8 for Prosthodontics) in the BOB ICB area & and Frimley ICB (East Berkshire) area. Providers were able to bid for a maximum of 4 Lots (Maximum of 2 from lots 1 - 4 and maximum of 2 from lots 5 - 8). The maximum total initial contract values (5 years) for each lot were as follows: Lot 1 - Endodontics Buckinghamshire: PS788,400 Lot 2 - Endodontics Oxfordshire: PS1,002,600 Lot 3 - Endodontic Berkshire West s: PS712,200 Lot 4 - Endodontics Berkshire East: PS613,800 Lot 5 - Prosthodontics Buckinghamshire: PS729,400 Lot 6 - Prosthodontics Oxfordshire: PS927,500 Lot 7 - Prosthodontics Berkshire West: PS658,700 Lot 8 - Prosthodontics Berkshire East: PS567,700 The contract term was planned to commence on 1st April 2026 for a duration of 5 years with an optional extension of 2 years. The date will be subject to agreement with the commissioner or their successor organisation(s), further to changes to the indicative tender timetable published.
