Summary of the contracting process

The Regional Business Services Organisation, Procurement and Logistics Service bought intravenous cannulae and associated infusion sets for use across participating Health and Social Care Trusts in Northern Ireland. The goods comprise winged and ported intravenous cannulae in safety and non-safety versions, winged and non-ported intravenous cannulae in safety and non-safety versions, non-winged and non-ported intravenous cannulae in safety and non-safety versions, and winged safety infusion sets. The participating organisations include Belfast, Northern, South Eastern, Southern and Western Health and Social Care Trusts, together with the Northern Ireland Ambulance Service. The procurement was awarded through an open procedure, using a closed framework agreement with and without reopening competition. The award date was 15 June 2026. Four completed lots were awarded: Lot 1, winged and ported cannulae, was awarded to B. Braun Medical Ltd Ireland, Balmung Medical Handel GmbH, Becton Dickinson UK Limited, Ebrington NI Ltd, Northern Hospital Supplies Ltd, Premier Healthcare (NI) Ltd and Reflex Medical Limited for £3,683,625 excluding VAT (£4,420,350 including VAT). Lot 2, winged and non-ported cannulae, was awarded to B. Braun Medical Ltd Ireland, Balmung Medical Handel GmbH, Becton Dickinson UK Limited, Ebrington NI Ltd, Northern Hospital Supplies Ltd and Premier Healthcare (NI) Ltd for £1,138,500 excluding VAT (£1,366,200 including VAT). Lot 3, non-winged and non-ported cannulae, was awarded to the same six suppliers for £168,300 excluding VAT (£201,960 including VAT). Lot 4, winged safety infusion sets, was awarded to Aquilant Medical (NI) Ltd, B. Braun Medical Ltd Ireland, Becton Dickinson UK Limited, Ebrington NI Ltd, Innovate Health Group Ltd, Premier Healthcare (NI) Ltd and Vygon UK Limited for £6,006,000 excluding VAT (£7,207,200 including VAT). Contracts were signed on 1 August 2026, run to 31 July 2028 and may extend to 31 July 2030. Evaluation was based on mandatory specification compliance and benchtop validation of product conformance.

This requirement demonstrates sustained Northern Ireland health-service demand for a broad, dependable range of intravenous access products and infusion sets, supplied across multiple Trusts and ambulance services. Suppliers well placed to compete when the requirement returns will need established medical-device manufacturing or distribution capability, reliable stockholding and delivery arrangements across Northern Ireland, and the capacity to support several healthcare organisations rather than a single site. Product portfolios should cover the specified cannula configurations, safety and non-safety versions, and the full range of required gauges and infusion-set sizes. Credibility will depend on demonstrating compliance with detailed product specifications and providing samples or evidence suitable for benchtop assessment. The awarded supplier group included both large and SME businesses, showing that specialist distributors and manufacturers can compete alongside larger healthcare suppliers.

This is a Prior Information Notice to seek engagement with the market place to gather information associated with the supply and delivery of IV Cannulae. To this end the Business Services Organisation, Procurement and Logistics Service on behalf of NIHSC Trusts, wish to engage with potential suppliers to obtain a market view of the potential requirements through the completion of a Questionnaire. Any interested suppliers are required to submit their response through the eTendersNI secure messaging area of the Call for Tender (CfT) Ref: 6149530.
