Summary of the contracting process

The Ministry of Justice has concluded a public procurement process for operating catering and hospitality services in prison facilities in the UK, with the aim of establishing two restaurants for public access at HMP Styal and HMP Brixton. Awarded as concession contracts, the tender was conducted under an open competition method, complying with legal standards defined in UKPGA 2023/54. The procurement’s completion stage culminated on 28th April 2026 with The Clink Charity selected as the supplier. Site visits for prospective bidders were organised in October 2025, providing essential insights for interested parties. Contract periods began on 1st May 2026 and will extend until 31st October 2031. The procurement focuses on providing services in the educational and training industry sector.

This tender presents significant opportunities for businesses, particularly those with expertise in catering services and vocational training. Accredited and non-accredited skills training for prisoners forms a core component of the contract, alongside the delivery of viable service models to accommodate policy shifts and local needs. Businesses well-suited for this opportunity include those experienced in managing large-scale hospitality services and those with a focus on social value in rehabilitation and reducing reoffending. The Ministry of Justice’s emphasis on service viability and delivery, combined with social commitments, positions this tender as a strong growth opportunity for organisations committed to social improvement and innovation in public service delivery.
