Summary of the contracting process

Hertfordshire County Council procured a framework for structural maintenance and resurfacing treatments across Hertfordshire. The work is road and highway infrastructure construction and maintenance, covering carriageway resurfacing on A roads and local roads, surface dressing, carriageway microsurfacing and preparation, footway microsurfacing, and footway reconstruction including drainage and general civil engineering. Limited and Henderson & Taylor Public Works Limited across the lots. The standstill ends 7 September 2026, with signature due by 14 September 2026.

This procurement demonstrates sustained demand from Hertfordshire County Council for planned and reactive highway surfacing, maintenance and civil engineering capacity. A credible future competitor would need to deliver one or more specialist areas: major carriageway resurfacing, surface dressing, microsurfacing, footway construction or reconstruction, drainage and associated general civils. Contractors should be able to manage programmes, coordinate works, communicate with stakeholders and work collaboratively across a county-wide network. The evaluation placed 60% on price and 40% on quality, with quality covering ancillary works, CDM compliance, quality management and audit, key performance indicators, social value, network management, sustainability and carbon reduction, plus lot-specific delivery, coordination, risk or operational improvement requirements. The completed lots were suitable for SMEs, and three of the five final-stage bidders were SMEs, showing that appropriately capable smaller contractors can compete.
