Summary of the contracting process

UK Research & Innovation commissioned strategic research consultancy services on the future internet. The work covered a landscape review and stakeholder engagement exercise to inform UKRI’s future research activity. It was divided into three areas: technical aspects of the future internet within the EPSRC remit; social and economic aspects within the ESRC remit; and cultural and legal aspects within the AHRC remit. The services were delivered for UKRI in the United Kingdom. This is relevant to research consultancies, universities, think tanks and specialist advisory firms able to assess an emerging technology field, engage a broad stakeholder community and produce evidence to support public research and innovation policy. The requirement involved separate expertise across engineering and technology, social science and economics, and cultural and legal research.

The procurement used an above-threshold open procedure. Responses were due by 30 October 2025 at 11:00, with award decisions scheduled by 13 November 2025. Quality carried 90% of the evaluation and price 10%; bidders could bid for up to three lots and up to three could be awarded to one supplier. Cambridge University Technical Services Limited was awarded Lot 1, and The Autonomy Institute was awarded Lots 2 and 3. Contracts were signed on 5 February 2026 for Lots 1 and 2 and 9 February 2026 for Lot 3. Contract values were £53,910 net (£64,692 gross) for Lot 1, £52,188 net (£62,625.60 gross) for Lot 2 and £52,188 net (£62,625.60 gross) for Lot 3. All three contracts ended on 31 July 2026 and were terminated as completed.

This completed procurement shows UKRI’s demand for specialist, evidence-led research consultancy on the future internet, with work structured around distinct disciplinary remits. A credible competitor for a future equivalent requirement would need to demonstrate strong capability in strategic landscape analysis, research synthesis and stakeholder engagement, with the ability to translate findings into advice for a public research funder. Relevant expertise could include technical future-internet systems and infrastructure, social and economic impacts, or cultural and legal implications. The evaluation placed far greater weight on quality than price, so a strong methodology, well-qualified research team, clear engagement approach and persuasive examples of comparable policy or research work would be important. SMEs and voluntary, community or social enterprises were identified as suitable participants.
