Summary of the contracting process

Flintshire County Council is currently in the planning stage of a public procurement process, seeking pre-market engagement for the provision of a Youth Justice Case Management Solution. This initiative, forming part of the Flintshire Youth Justice Service, is primarily focused on developing a system that securely manages case information for children and young people, providing key performance information as per the requirements of the Youth Justice Board. The organisation is located in Flintshire, United Kingdom (postal code CH7 6NA), and operates under Welsh devolved regulations. An important date for interested suppliers is 9th October 2025, by when they must submit a brief overview of their solution. The procurement method involves market engagement to explore existing solutions, scheduled to conclude by 30th November 2025.

This procurement presents significant opportunities for IT service providers, particularly those offering software packages and information systems. Businesses with expertise in developing secure, compliant case management systems suitable for governmental or justice-oriented applications would find this opportunity highly pertinent. Given the requirement for minimal configuration and a comprehensive performance metric framework, companies specialising in 'out of the box' solutions with robust support services, including Help Desk functionalities, will be particularly advantaged. Small and medium enterprises (SMEs) are encouraged to participate, with the potential for long-term contracts beginning in June 2027, extending possibly to 2037, enabling sustained business growth and scope for future collaborations.
