Summary of the contracting process

Southampton Solent University initiated a procurement process for the provision of Occupational Health Services for its employees, classed under the public authority sub-central government category. Situated in Southampton, the procurement commenced with a tender notice published on 25th September 2025. The procurement method was an open competition below the threshold, following a "light touch" regime. The tender aimed for services starting from 1st December 2025, with a submission deadline for quotations set at 17th October 2025. Although initial contracts were awarded, a subsequent cancellation occurred, as published in a notice on 30th April 2026, due to suppliers' inability to meet the liability limits as stated in the tender documents.

This tender created substantial opportunities for businesses specialising in occupational health services, particularly those that can offer flexible service models including "pay as you go" or fixed annual fees. The open competition nature of the tender process provides a fair chance for small and medium enterprises (SMEs) to participate. The inclusion of options such as the Employee Assistance Programme presents further growth opportunities for service providers that can fulfil additional requirements. Businesses capable of adapting to unforeseen legal changes and providing comprehensive health services are well-positioned to benefit from such procurement contracts.
