Summary of the contracting process

North Tyneside Borough Council and Northumberland County Council jointly procured rough sleeper services across North Tyneside and Northumberland. The service covers responses to reports of rough sleeping, verification and support visits, proactive visits to known hotspot areas, and assertive outreach for people sleeping rough or placed in temporary accommodation, including under the Severe Weather Emergency Protocol. It also includes providing and managing ‘Somewhere Safe To Stay’ temporary accommodation, with support for residents. The procurement is complete and was run as an above-threshold open procedure under the PA2023 Open Process. Three bids were received and all three reached the final stage; two final-stage bidders were SMEs. One award is pending to THE CYRENIANS LTD, dated 31 July 2026, at £525,000 net (£630,000 gross). The contract period is 1 September 2026 to 31 August 2029, with a possible one-year extension plus a further one-year extension, giving a maximum period to 31 August 2031. The award followed evaluation based entirely on quality: mobilisation plan 15%, resource management 20%, staff model and workforce development 10%, service delivery 20%, performance management 15%, governance and compliance 10%, and social value 10%.

This outcome demonstrates demand for an established homelessness-support provider able to operate across two local authority areas and combine rapid response with sustained outreach. Credible competitors would need practical experience verifying rough-sleeping reports, visiting hotspot locations, engaging people who may be hard to reach, and supporting residents in temporary accommodation. They would also need the operational capacity to provide and manage a Somewhere Safe To Stay scheme in North Tyneside, including support for people placed under emergency severe-weather arrangements. The evaluation shows that future competitors should be able to present a detailed mobilisation approach, disciplined resource management, a robust staffing and workforce-development model, measurable service and performance management, strong governance and compliance, and a clear social-value contribution. The competition also shows that smaller organisations can participate in this requirement.

The Service is for the provision of: * A response to reports of rough sleeping across Northumberland and North Tyneside, with verification and support visits completed; * Proactive visits to key hotspot areas across North Tyneside and Northumberland, which are known to rough sleepers; * Assertive outreach support for people sleeping rough in North Tyneside and Northumberland and for rough sleepers who meet the criteria and are placed in temporary accommodation, including, but not limited to, those placed under the Severe Weather Emergency Protocol (SWEP); and * The provision and management of 'Somewhere Safe To Stay' (SSTS) temporary accommodation, including support to residents within the scheme. SSTS is to only be provided within the North Tyneside area and for rough sleepers within North Tyneside. Value of Contract is PS525,000
