Summary of the contracting process

London Underground Limited, with Transport for London managing the procurement, has selected a supplier for visual display surrounds for the 1992 Tube Stock Central line fleet. The surrounds enclose passenger information displays showing real-time travel information during journeys. They are required because the existing panels are incompatible with the new displays being introduced through the Central Line Improvement Programme. This is a goods supply requirement involving transport equipment and related products. Delivery is in London and supports the Central line fleet. The requirement is for replacement components rather than display technology itself, so relevant suppliers are manufacturers, specialist fabricators or distributors able to provide suitably engineered surrounds for railway passenger vehicles.

The procurement has reached the award stage: CRMi LTD was selected for the single lot, subject to a standstill period ending on 28 August 2026. The award date is 19 August 2026, with the contract scheduled to run from 2 September 2026 to 2 September 2030 and an extension of up to 12 months available. The awarded value is £3,334,627 excluding VAT (£4,001,552 including VAT). The tender used a selective competitive flexible procedure with an accelerated timetable and a preliminary Procurement Specific Questions stage before invitations to tender. Six bids were received and two reached the final stage, both from SMEs. Evaluation weighted commercial cost at 40%, technical quality at 30%, deliverability at 20% and social value at 10%.

This procurement demonstrates substantial, repeatable demand from London Underground for specialist passenger-vehicle components linked to fleet improvement and replacement programmes. A credible future competitor would need to design, manufacture or supply visual display surrounds compatible with 1992 Tube Stock and meet the buyer’s technical requirements for installation around passenger information displays. Evidence of reliable delivery planning would be important, since deliverability formed part of the evaluation and the requirement includes replacement quantities for accidental installation damage and unforeseen delays. Suppliers should also be able to present a competitive commercial offer, a clear technical response and meaningful social-value commitments. The opportunity was suitable for SMEs, and two SMEs reached the final evaluation stage.
