Summary of the contracting process

The NHS London Commercial Hub, hosted by NHS North East London Integrated Care Board, has initiated a tender process for the provision of sight testing and spectacles dispensing services for children and young people with special educational needs and disabilities (SEND) in London’s special educational settings. This procurement, under the Health Care Services (Provider Selection Regime) Regulations 2023, is actively managed by the NHS London Commercial Hub, covering all five London ICB footprints. The procurement falls under the health services category and utilises an open procedure. Key deadlines include the tender period closing on 27th October 2025, with the award process beginning on 28th October 2025. The contracts are set to commence in June 2026 and will be initially available for three years, with a potential three-year extension, totalling an estimated contract value of £11,680,224 over six years.

This tender creates substantial opportunities for businesses in the healthcare services industry, particularly those specialising in paediatric eye care and with experience in special educational environments. Businesses well-suited to compete include those with the necessary infrastructure and professional training to conduct face-to-face eye clinics in special educational settings, meeting high service quality standards, and forging robust relationships with schools and the SEND community. Although price is not a criterion, a focus on quality underscores the procurement strategy. Companies with a keen understanding of the unique requirements of children with SEND and the flexibility to operate within educational settings in London will find this a lucrative growth opportunity. Registered interest and submissions are processed via the Atamis e-tendering portal.

Sight Testing * All pupils in residential and day SES are to be offered an annual sight test, (unless a more frequent interval is clinically indicated): * SES sight testing must be conducted in accordance with regulations and guidance: Opticians Act 1989, section 36(2) / Sight Testing (Examination and Prescription) (No2) Regulations 1989 Accessibility and service hours * The service will be flexible and responsive to individual pupil needs, ensuring there is a choice of appointments, within reason, to accommodate educational needs and to facilitate parents/carers/guardians attending the appointments. * Appointments will be provided within SES opening times or outside of educational hours to accommodate pupils in a residential school. We welcome providers who can demonstrate they meet the service, professional, training and quality requirements. The relevant infrastructure will be required to undertake face-to-face clinics including the equipment required to meet the clinical standards for a sight test. In addition to competency in core areas, additional training requirements will need to be met for working with children, young and vulnerable people. Providers will be expected to build strong relationships with the schools and the wider SES community to promote both the availability of the service and wider understanding of eye health challenges for SEND children and young people.
