National ANPR Application and Associated Services Procurement
Notice Description
The Home Office is conducting a procurement of a National Automated Number Plate Recognition (ANPR) Service Application and Associated Services (the 'NAS Application'). ANPR is a vital law enforcement capability used to detect and disrupt criminal activity, protect vulnerable individuals, and support national security efforts. The National ANPR Service (NAS) provides nationwide functionality to policing and law enforcement agencies and processes high volumes of ANPR data to enable vehicle journey analysis, alerting and evidential use. Around 100 million ANPR reads a day are sent to the NAS providing vehicle journey search, alerting and evidential export functionality to policing and law enforcement agencies across England, Wales, and Scotland. The future NAS Application must be capable of managing high-volume, high-demand operations while ensuring data security and privacy. The requirement is for a commercially available ANPR application, configured and integrated to meet the Authority's business requirements, together with associated implementation, integration, service management and support services. The solution will be required to operate within the Authority's technical environment, including integration with the National Strategic ANPR Platform (NSAP), which provides core ANPR data services including read collection, search functionality and alerting. The supplier will be responsible for integration of the proposed solution with NSAP and other relevant Authority and external systems. The scope includes: - Provision, configuration and customisation of an ANPR application, including user interface and supporting services; - System integration, including design, build, testing and deployment of the solution within the Authority's cloud hosting environment; - Integration with NSAP and other systems as required; - Transition into live service, including training and operational readiness activities; - Ongoing service management, support and maintenance of the solution, including incident, problem, and change management; - Continuous improvement and development to meet evolving operational requirements. The solution must support a range of operational capabilities, including vehicle search and analysis, alerting, case management, auditing, reporting and user access management. The procurement does not include responsibility for core NSAP data services, police-owned infrastructure, or Authority-owned system integration management functions, which will remain outside the scope of this contract. Further detail on the functional, technical and service requirements is set out in the procurement documents. The procurement is being conducted under the Procurement Act 2023 using a Competitive Flexible Procedure.

Preliminary Market Engagement Notice is being issued by the Home Office (the Authority) to notify the market of a Market Engagement Event seeking views and feedback in relation to the potential procurement of an ANPR (Automatic Number Plate Recognition) application (the ‘NAS Application’) and associated services to support the UK’s National ANPR Capability (NAC). This Market Engagement does not formally signify the beginning of any procurement exercise by the Authority, nor does it constitute a commitment by the Authority to undertake a procurement. However, in the event that the Authority decides to formally commence a procurement pursuant to this Market Engagement, then a separate Tender Notice will be published. Accordingly, the Authority will be holding an Online Market Engagement event on Wednesday 15th October 2025 at 2:00PM, via Microsoft Teams. Potential Suppliers who wish to attend this event must fully register, no later than 12:00pm (Noon) on the 13th October 2025 via the Home Office eSourcing Portal available at: https://homeoffice.app.jaggaer.com Search for: PQQ event 720 As part of their registration, potential suppliers must read the instructions available in the Home Office eSourcing event 720, and: • Provide either; confirmation of an existing valid Non-Disclosure Agreement (NDA) covering the scope of this potential procurement as defined in the instructions or download and execute the NDA available within eSourcing event 720. • Provide the name and address of their organisation. • Provide full name(s) of up to a maximum of three designated attendees. • Provide their position(s) in the organisation. • Provide Email and telephone contact details. Please note that admittance to the online Market Engagement Event shall be: 1. Strictly limited to three representatives per organisation 2. Subject to agreement and full execution of Home Office NDA in accordance with the instructions provided within the Home Office eSourcing event 720. For potential suppliers who successfully register for this event (including a valid NDA), there will also be an opportunity to participate in a Request for Information (RFI). Details of the RFI will be provided at the Market Engagement event but and are likely to focus on the following areas: • Basic supplier information and level of interest • Product alignment with proposed architecture • Product readiness • Integration approaches • Optional case studies The RFI will be a combination of multiple questions supplemented by a small number of written questions, with a submission deadline of 30th October 2025 Note the authority reserves the right to clarify any information contained within any RFI after the 30th October 2025 deadline.

"features": "Competitive Flexible Procedure The Competitive Flexible Procedure will comprise the following stages: Stage 1 - Conditions of Participation (Procurement-Specific Questionnaire (PSQ)) Bidders are required to complete and submit a Procurement-Specific Questionnaire (PSQ), which will be evaluated in two parts: a) Compliance Assessment (Pass/Fail): Bidders must meet the Authority's minimum compliance requirements. This includes submitting a complete and compliant response by the stated deadline and satisfying all eligibility and exclusion criteria. Any submission that is incomplete, late, or fails to meet the pass/fail criteria will be excluded from further participation. b) Technical Assessment: Responses to the technical questions within the PSQ will be evaluated, scored, and moderated in accordance with the published evaluation criteria. Subject to meeting any minimum thresholds, the five (5)highest-ranking Bidders will be shortlisted to progress to the Invitation to Tender (ITT) stage. ________________________________________ Stage 2 - Initial Tender (ITT) Stage Shortlisted Bidders will be invited to submit an Initial Tender. This stage will include a tender submission period, clarification process, and evaluation of Initial Tenders using the published evaluation criteria. Following evaluation of Initial Tenders the three(3) highest-ranking Bidders (subject to meeting any minimum thresholds), will be shortlisted to progress to the negotiation stage. The Authority reserves the right to award the contract on the basis of initial tenders without entering into negotiations where the tenders received are fully compliant and capable of acceptance. ________________________________________ Stage 3 - Negotiation Stage The Authority will conduct negotiations with the selected Bidders. Final tenders will be evaluated in accordance with the published award criteria to identify the Most Advantageous Tender (MAT). ________________________________________ Stage 5 - Due Diligence (Optional) At its discretion, the Authority may undertake due diligence checks on the Preferred Bidder to confirm that there are no material issues that would prevent contract award or performance. ________________________________________ Stage 6 - Contract Award The Authority will award the contract to the Preferred Bidder submitting the Most Advantageous Tender, following completion of the mandatory standstill period in accordance with the Procurement Act 2023.
