Summary of the contracting process

The NHS Birmingham and Solihull Integrated Care Board has awarded contracts under the Provider Selection Regime (PSR) for the Enhanced Service Offer 2025/26 SWB Urban Health PCN. This procurement pertains to the services category within the General-practitioner services industry, focusing on enhancing patient access to primary care and improving life expectancy in Birmingham and Solihull. The award was preceded by a direct award process due to the recognised need for continuity and risk minimisation, with contracts commencing on 1st September 2025 and concluding on 31st March 2026, with a possible extension for up to 12 months. The procurement stage is complete, and the contracting process took place in the region of UKG31, adhering to the Health Care Services (Provider Selection Regime) Regulations 2023, and not falling under the Public Contracts Regulations 2015.

This tender presents significant opportunities for business growth for organisations within the healthcare sector, specifically those that can contribute to enhancing services in circulatory disease, infant mortality, respiratory illness, cancer, and mental health as prioritised by the BSol Integrated Care Strategy 2023–2033. The procurement favoured continuity with incumbent providers like Newport Medical Group, Halcyon Medical, and Broadway Health Centre, highlighting the value of established service delivery standards and familiarity with regional healthcare objectives. Businesses well-suited for future procurement processes in such niches are those able to demonstrate robust quality service delivery, capacity for collaboration within primary care networks, and alignment with strategic health objectives. Such businesses can anticipate leveraging these opportunities as the NHS seeks to optimise healthcare delivery at both local and national policy levels.
