Summary of the contracting process

The Animal and Plant Health Agency procured an on-farm carcase pick-up services framework for work across the United Kingdom. Providers attend infected premises to remove animal carcases from sheds and load them into bulkers for disposal. The service also includes preliminary cleansing and disinfection under the direction of an authority representative, usually the on-site case officer. Required teams include a supervisor, operatives to remove carcases, cleansing and disinfection staff, a telehandler operator, a cherry picker operator when needed, and someone responsible for counting carcases into bulkers to prevent overloading. The procurement used an open procedure for one lot and has been awarded. Four valid bids were received, all from SMEs. The award was made on 24 June 2026 to Livetec System Limited, Adler and Allan Limited, J Passey and Son LLP, and Meraxian Limited. The awarded value is £30,000,000 excluding VAT (£36,000,000 including VAT). The contract was signed on 28 July 2026 and runs from 1 August 2026 to 31 July 2028, with two optional 12-month extensions available to 31 July 2030. Evaluation weighted technical capability and service delivery at 40%, modern slavery and social value at 10%, and commercial pricing based on tendered rates at 50%. The framework allows call-offs with or without reopening competition.

This award demonstrates demand for suppliers able to mobilise trained field teams to infected farms, work safely in agricultural environments and remove animal carcases at operational scale. Credible competitors will need supervisory capacity, sufficient operatives for shed clearance, and access to telehandlers and cherry pickers, with operators who can cover more than one role where appropriate. They will also need reliable arrangements for cleansing and disinfection, bulk loading and accurate carcase counting. Strong service management, record keeping and invoicing are important, alongside evidence of effective modern slavery risk controls across the workforce and supply chain. The successful market included four SMEs, indicating that smaller specialist providers can participate, individually or through suitable delivery arrangements.

The Framework Provider shall provide a team of personnel as required and agreed by the Authority or Other Contracting Body, to an Infected Premises (IP) to remove carcases and load them into a bulker for disposal. Other services to be included, but not limited to, are Preliminary cleansing and disinfection, but to be directed by an Authority or Other Contracting Body representative, usually the onsite case officer. A team shall consist of the following, but not be limited to; Team Supervisor, a number of people to be able to pick up and remove carcases from sheds, as well as Cleansing and Disinfecting after the carcases have been removed, a Telehandler Operator and Cherry Picker Operator (this could be the same operator for the telehandler, as a Cherry Picker Operator will not be a constant requirement on site).
