Summary of the contracting process

Swindon Borough Council sought a single supplier to collect and recycle Grade C wood waste deposited by the public and qualifying authorities, including the council, parish councils and other organisations. The service covers waste from the council’s Household Waste Recycling Centre and Waterside depot in Swindon, with daily collections varying according to the seasons. This is a waste management and recycling services requirement, classified under CPV 90500000 and 90514000. The appointed contractor would be responsible for collecting the specified wood waste and arranging its recycling. The requirement was intended to support the council’s management of wood waste arising through its household recycling operations and related public-sector activity across Swindon.

The council invited offers through an open procedure, but the tender and its sole lot were cancelled on 31 July 2026 because bids exceeded the published estimated contract value. The council will review the specification, pricing schedule and tender documents before issuing a new tender. The planned contract period was 1 July 2026 to 30 June 2029, with one 24-month extension available until 30 June 2031. The estimated value was £1,125,000 excluding the stated gross value of £1,350,000. Clarification questions were due by 19 March 2026 at 15:00, and tender responses by 30 March 2026 at 15:00. Evaluation was based on price at 60%, planning, implementation and resources 10%, environment 5%, business continuity 5%, haulage 5%, contract management 5% and social value 10%.

This opportunity suits waste management and recycling operators able to handle Grade C wood waste from a household recycling centre and provide reliable onward recycling. Suppliers need collection and haulage capability, enough operational resources to manage daily collections, and the capacity to vary collection activity seasonally. The evaluation specifically tested planning, implementation and resources, environmental performance, business continuity, haulage, contract management and social value, so bidders with established operating procedures and evidence across these areas would be well placed. The requirement was for one contractor, favouring businesses able to manage the full service rather than only an isolated collection or processing element. The council intends to review the specification and re-procure the service.
