Summary of the contracting process

Durham County Council procured a supported living services framework for vulnerable residents with learning disabilities, mental health needs and/or autism. The services cover standard and enhanced support under four areas: learning disability standard care, learning disability enhanced care, mental health standard care and mental health enhanced care. Delivery is across County Durham. The framework is intended to support people eligible for care and support under the Care Act 2014, with service users or their representatives able to exercise choice and control over the organisation providing their care. It is a health and social work services requirement (CPV 85000000), managed by Durham County Council. The Council sought multiple providers and can use direct selection or competition between appointed providers for individual care requirements.

This procurement has reached award stage following an open procedure. The framework was divided into four completed lots. The estimated values were £121,472,114 gross for learning disability standard care, £121,472,114 gross for learning disability enhanced care, £52,059,477 gross for mental health standard care and £52,059,477 gross for mental health enhanced care. Awards dated 23 July 2026 appointed 63 providers, including 360 Supported Living Limited, Akwaaba Care and Support, Alpha Health & Social Care Services, Angel Care Staffing and many other care providers. Each award is recorded at £289,219,320 gross and must not be treated as a combined total. The contract period runs from 1 August 2026 to 31 March 2031, with possible extension periods up to 31 March 2035. Price and technical questions were assessed on a pass/fail basis.

This opportunity demonstrates substantial and sustained demand from Durham County Council for supported living providers serving people with learning disabilities and mental health needs. The appointed supplier group includes both large organisations and many SMEs, and all four lots were identified as suitable for SMEs and voluntary, community or social enterprises. Credible competitors would therefore need to provide regulated, person-centred supported living care, with the operational capacity to serve standard or enhanced needs across County Durham. They would also need to respond clearly to overarching and lot-specific technical requirements, maintain reliable staffing and service delivery, and offer prices that meet the Council’s requirements. Providers should be able to work within service-user choice, respond to individual placement needs, and participate in direct awards or competed call-offs when selected.

Supported Living Support Services for People with Learning Disabilities or Mental Health Needs Framework

Notice Description

Durham County Council (the Council) has a duty to provide services for vulnerable residents who are eligible for care and support according to the national criteria introduced by the Care Act 2014. The Council is seeking multiple providers that can provide the below named services. This is a flexible Framework where bidders may bid at any time. However, at the sole discretion of the Council, it may close the Framework should the Council deem they have sufficient providers to meet demand. The Council has the discretion to both open and close selected Lots and not all Lots should it choose to. The opportunity is divided into four Lots as detailed below: Lot 1: Learning Disability Standard Care Lot 2: Learning Disability Enhanced Care Lot 3: Mental Health Standard Care Lot 4: Mental Health Enhanced Care The Framework does not include any guarantee of any minimum volume of services, or any minimum expenditure. Furthermore, appointment under the Framework does not constitute a commitment by the Council, or any other contracting authority to the exclusive use of the Framework or an individual supplier for such requirements. Permitted modifications - The Council anticipates that changes may be required to reflect evolving service needs and external drivers. These may include (without limitation)changes to the nature, scope, model or volume of Supported Living Services; shifts in local and national health, care and wellbeing priorities; changes in service user needs, complexity and demand; amendments to statutory duties, regulatory requirements, inspection regimes or best practice guidance

In addition , two support sessions, on Teams, in early November designed to remove barriers for SMEs, support users in the use of OPEN, CDP and the inclusion of social value in DCC procurements.
