Summary of the contracting process

Milton Keynes City Council is in the planning stage of a procurement process for domestic abuse support services, aimed at providing support to victims and their children, and challenging perpetrators' behaviour. This upcoming tender, titled "Domestic Abuse Support Services in Milton Keynes", falls under the health and social work services category and covers the region of Milton Keynes in the United Kingdom. Interested parties are invited to submit their responses to the market engagement by 12th March 2026. The council plans to hold a provider engagement event the week commencing 16th March 2026, contingent on sufficient interest. Given this is a strategic recommissioning process, the Council seeks culturally sensitive, innovative providers to fill these roles through a collaborative effort.

This procurement presents a significant opportunity for businesses specializing in health and social work services to expand their operations and impact. Organisations that can offer crisis intervention services, women's refuge support, community-based perpetrator programmes, and innovative approaches to domestic abuse support are likely to find this tender particularly fitting. Small and medium enterprises (SMEs) as well as voluntary, community, and social enterprises (VCSEs) are encouraged to engage, considering the potential for partnerships and innovative collaboration highlighted by the Council. By securing a contract under this framework, businesses can contribute to essential services in the community while fostering organisational growth from March 2027 onwards.

The Domestic Abuse Act came into force at the end of April 2021 and places new requirements on local authorities including a duty to provide support to victims of domestic abuse and their children in refuges and other safe accommodation. The following services are currently commissioned under a Strategic Partnership Framework, which ends in early 2027: 1. Crisis Intervention (IDVA) Service - Provides advice, information, risk assessment and safety and support planning to survivors of domestic abuse. 2. Refuge - Provides 28 self-contained flats with on-site support for women only, with or without children, and up to 40 children at any one time. This contract is for emotional and practical support. In addition, a number of specialist, fixed-term projects are also commissioned via the Domestic Abuse New Burdens Grant, including co-located IDVA posts and a survivors' Counselling project. Over the next year, we will need to review commission DA support services in an inclusive, culturally sensitive and innovative way, in partnership with key stakeholders, providers and residents with lived experience. We would like to hear from organisations interested in working in partnership to deliver both our 'core' services and support in the wider community.
