Summary of the contracting process

Milton Keynes City Council is procuring domestic abuse support services in Milton Keynes, covering health and social work services (CPV 85000000). Contracts are planned from 1 March 2027 to 29 February 2032, with an optional two-year extension to 28 February 2034. The estimated total value is £6,615,000. Suppliers may bid for one or more of seven lots: three individual services and four combinations. Individual lot values are £3,290,000, £2,513,000 and £812,000 respectively; combined-lot values are recorded as £0. A maximum of three lots may be awarded to one supplier. Price carries 40% and quality 60%; combined bids are assessed for overall value and efficiencies.

This opportunity suits specialist domestic abuse charities, social enterprises and other providers of support services, including small and medium-sized organisations. Relevant capability includes trauma-informed refuge support for women and children, safety planning, advocacy, recovery and move-on assistance; accessible advice and crisis intervention for people experiencing abuse, including those remaining in relationships; and outreach, digital support, resettlement and practical home security measures. Providers should be able to deliver through coordinated referral pathways and work effectively with specialist organisations, housing partners and public services. Refuge delivery requires operational capacity across two purpose-built sites. Bidders can target a single service or combine services, but should demonstrate the management capacity and partnership arrangements needed for any combination they pursue.

Milton Keynes City Council are currently out to tender for the provision of Domestic Abuse Support Services. This procurement is being undertaken via the Open procedure as permitted under Section 20 of the Procurement Act 2023. This provision will support the Council in meeting its duties under the Domestic Abuse Act 2021 and delivering the priorities set out in the Milton Keynes Prevention of Domestic Abuse Strategy 2026-2028. To prevent gaps in delivery, communication, joint working and aligned pathways between services must be maintained if multiple providers are appointed to the Lots. Lot 1: Integrated Domestic Abuse Support Service

The service will operate as a central 'front door' for support, offering accessible assistance to all individuals experiencing domestic abuse, including those who remain within their relationships. It will provide tailored information, advice, and guidance; crisis intervention and advocacy that reflects each person's unique circumstances, background, and cultural context. In addition, the service will facilitate onward referrals and signposting to specialist organisations and resources that can offer further support. Renewal: 2 years optional extension

Lot 2: Domestic Abuse Refuge Support Service

This service will provide specialist refuge support for women and their children fleeing domestic abuse, improving their safety, wellbeing, and recovery. Delivered across two purpose-built refuge sites, owned by Bedford Pilgrims Housing Association (BPHA) in Milton Keynes, the service will offer safe accommodation and trauma-informed support to women fleeing domestic abuse and their children, including safety planning, advocacy, and move-on assistance. Lot 3: Domestic Abuse Outreach Service

This service will provide specialist support for people experiencing domestic abuse; improving their safety, wellbeing, and recovery. It will deliver: * Outreach support including remotely via digital solutions * Resettlement support to people placed in temporary accommodation, including refuge * Target hardening and security measures via Sanctuary support to people remaining in their homes, or on returning home on leaving refuge Further information about the Council's requirement is set out in the Lot 3 Service Specification.
