Notice Description

This is a Provider Selection Regime (PSR) Intention to Award Notice. The relevant Tender Notice was 2026/S 000-062149 with OCID ocds-h6vhtk-05a7e6. The awarding of the Contracts is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Public Contract Regulations 2015 and The Procurement Regulations 2024 do not apply to this award. The standstill period period begins on the day after the publication of this Notice. Any representations by providers must be submitted via Atamis by midnight on Tuesday 12 May 2026. Contracts have not yet formally concluded; this notice serves as an intention to award a contract with the chosen providers under the competitive process of the PSR. The contracts related to the delivery of medical services (general practice) under APMS contract arrangements at Isleworth Practice and Cassidy Medical Centre for NHS West and North London Integrated Care Board. The procurement was divided into two lots and the intention is to award to: Lot 1: Isleworth Practice - Hounslow Medical Centre Lot 2: Cassidy Medical Centre - Hammersmith & Fulham Partnership No conflicts of interest were identified. All submitted tenders were evaluated against established Basic Criteria, Key Criteria and Price. The Basic Criteria and Value were assessed on a pass/fail basis. The key Criteria were scored using differential weightings to reflect the relative importance of each criterion, as outlined below: - Quality and Innovation: 45% - Integration, Collaboration and Service Sustainability: 15% - Improving Access, Reducing Inequalities and Facilitating Choice: 30% - Social Value - 10% The Relevant Authority hereby notifies you that, with effect from 1st April 2026, the contracting authority has undergone a structural reorganisation. The entity previously known as North West London Integrated Care Board has merged with North Central London Integrated Care Board to form a single statutory body known as NHS West and North London Integrated Care Board. Accordingly, all references within this procurement and any resulting contract to the "Authority" or "Relevant Authority" shall, from 1st April 2026, be deemed to refer to NHS West and North London Integrated Care Board, which shall assume all rights, responsibilities and obligations of its predecessor bodies in respect of this procurement.

Lot Information

Isleworth Practice

Isleworth Practice E85744 is an Alternative Provider Medical Services (APMS) practice with a registered raw list size of 9.835 as of 1 August 2025. The practice was inspected by the Care Quality Commission on 11 January 2023 and rated Good overall and in all domains. The practice has an open list. Isleworth Practice is a core member of Brentworth Primary Care Network (PCN). Isleworth Practice is located at 146 Twickenham Road, Isleworth, Middlesex, TW7 7DJ. The current premises, owned by the London Borough of Hounslow is under a sub-lease agreement with NHS Property Services. The head lease expiry date on the current lease is 31/12/2030. The premises are statutorily and contractually compliant. The expectation is that the successfully appointed APMS Contractor will take over the under-lease and continue to utilise the premises. The maximum affordability threshold for the initial 5-year term is PS8,040,000.00.

Renewal: The Contract may be extended by up to 10 years in 5 year terms subject to the sole discretion of the Relevant Authority.

Cassidy Medical Centre

Cassidy Medical Centre E85025 is an Alternative Provider Medical Services (APMS) practice with a registered raw list size of 11,792 as of 1 August 2025. The practice was inspected by the Care Quality Commission on 22 July 2022 and rated Good overall. The practice has an open list. Cassidy Medical Centre is a core member practice of South Fulham Primary Care Network (PCN) and is located within the Walham Green Ward. Cassidy Medical Centre is located at 651a Fulham Road, London, SW6 5PX. NHS Property Services hold the head lease for the premises. The current under-lease with the existing GP practice is a Tenancy at Will (TAW). The premises footprint consists of the original GP practice area and an additional area approved in 2022 (previously void space - a business case was completed and agreed by Hammersmith and Fulham CCG). NHS NW London has notified NHS Property Services that when their head lease ends in June 2026, it does not wish NHS Property Services to continue in that function. A new lease is being developed for the current practice to hold a direct lease with the new owners, Newcore, who recently acquired the property from Assura. There will be provision in the lease for this to be transferred to the successfully appointed APMS contractor. The maximum affordability threshold for the initial 5-year term is PS8,967,000.00.
