Summary of the contracting process

Kent County Council, through Procurement Services, established a framework for public-sector organisations seeking digital transformation, operational modernisation and strategic reform. It covers five service areas: digital and service transformation; IT, cloud and cyber services; people, payroll, pensions and financial operations; estates, facilities and asset-management technology; and strategic consultancy and public-sector reform. Services span software and systems, technology support, finance and workforce operations, facilities-related technology, and business and management consultancy. The framework is intended for eligible public bodies across the UK, British Overseas Territories and Crown Dependencies, including central and local government, NHS and education bodies, police and fire services, housing associations, charities and other listed public organisations. Kent County Council and its Commercial Services Group operate the framework for these customers; delivery locations depend on each customer’s call-off requirement.

The procurement is complete and contracts have been awarded to framework suppliers. The open procedure resulted in five lots, with six suppliers appointed to each. Lot 1, Digital and Service Transformation, was awarded to Hitachi Solutions Europe, Infosys, Kadel Consulting, Softcat, Telefonica Tech Northern Ireland and Version 1, at £175 million. Lot 2, IT, Cloud and Cyber Services, went to Hitachi Solutions Europe, Goaco Group, Ricoh UK, Roc Technologies, Softcat and The DMS Digital Group, at £175 million. Lot 3, People, Payroll, Pensions and Financial Operations, went to Access Paysuite, Hitachi Solutions Europe, Investigo, Robpin, VE3 Global and Version 1, at £100 million. Lot 4, Estates, Facilities and Asset Management Technology, went to Better Group, Capita Business Services, Investigo, Neo Technology Solutions, Ricoh UK and Telefonica Tech Northern Ireland, at £125 million. Lot 5, Strategic Consultancy and Public Sector Reform, went to Hitachi Solutions Europe, Inner Circle Consulting, WM5G, Softcat, Telefonica Tech Northern Ireland and VE3 Global, at £125 million. Awards were dated 23 March 2026; contracts were signed on 20 April 2026 and run from 1 May 2026 to 30 April 2030. Evaluation weighted quality at 60%, price at 30% and social value at 10% for every lot.

This framework demonstrates substantial, multi-disciplinary public-sector demand, divided into specialist lots rather than requiring one supplier to cover every service area. Suppliers competing for similar work will need to show strong quality and delivery capability, with pricing and social value also material to evaluation. The appointed suppliers range from SMEs to large businesses, and the lots were marked suitable for SMEs; several were also suitable for voluntary, community and social enterprises. Framework participation required financial capability, including a minimum credit score of 30/100, legal and technical capacity, and compliance with the applicable exclusion rules. Suppliers must keep their profiles current on the Central Digital Platform. Call-offs may be made by direct award, rapid request for quotation or further competition, so credible providers should be equipped to respond through these routes and deliver customer-specific service levels and performance measures. A supplier fee of 0.75% of award value applies.

Maximum percentage fee charged to suppliers is 0.75% Contracting authorities that may use the framework: This Framework is for use by Customers in the United Kingdom, British Overseas Territories, and Crown Dependencies that exist on 29/09/25 and which fall into one or more of the following categories: *Ministerial government departments *Non ministerial government departments *Executive agencies of government *Non-Departmental Public Bodies (NDPBs), including advisory NDPBs, executive NDPBs, and tribunal NDPBs *Assembly Sponsored Public Bodies (ASPBs) *Police forces *Fire and rescue services *Ambulance services *Maritime and coastguard agency services *NHS bodies *Educational bodies or establishments including state schools (nursery schools, primary schools, middle or high schools, secondary schools, special schools), academies, colleges, Pupil Referral Unit (PRU), further education colleges and universities *Hospices *National Parks *Housing associations, including registered social landlords *Third sector and charities *Citizens advice bodies *Councils, including county councils, district councils, county borough councils, community councils, London borough councils, unitary councils, metropolitan This also includes any public bodies or authorities established or restructured as a result of governance changes introduced under the English Devolution bill Suppliers are advised that the Contracting Authority and its Customers reserve the right to supply the tendered goods, services, and commodities to companies that have a majority public sector ownership by any of the public sector bodies referred to above during the Framework period as stated in this document, for the purpose of selling to other public, private and third sector organisations.
