Summary of the contracting process

Leeds City Council, working with the Borough Council of Calderdale, Bradford Council and Wakefield Council, has procured a framework for assistive equipment for daily living for adults, children and families. The range covers individual equipment and replacement parts for bathing, beds, showers, medical needs, moving and handling, mobility, pressure care, postural management seating, toileting and visual aids. Orders are made on a call-off basis. Three lots divide the requirement into adult equipment, children and family equipment, and special or bespoke items. Deliveries serve council warehouse locations, other establishments and private homes across Leeds, Bradford, Calderdale and Wakefield. The framework is intended to support people who need equipment for daily living, with bespoke items available where standard listed products do not meet the requirement.

The procurement has been awarded and contracts are active. It used an open procedure to establish a framework, with separate awards for adult equipment, children and family equipment, and special or bespoke items. Each lot has an awarded value of £55,730,528 excluding VAT; the special and bespoke lot is stated at the same value. Awards were made on 13 May 2026, and the contracts were signed on 19 June 2026 for the adult lot and 1 July 2026 for the other two. Contract periods begin on 1 July 2026. The adult contract runs to 30 June 2031; the other lots initially run to 31 December 2028, with extensions described. Up to 36 months of extension is available under the adult framework. Lowest price per product line was the award basis, subject to meeting specifications; special and bespoke purchases use mini-competitions.

This framework demonstrates substantial, recurring council demand for assistive equipment across adult and children’s services in four West Yorkshire authorities. The supplier group is broad, with a mix of specialist and general medical equipment businesses, including many SMEs. A credible competitor needs a product range aligned to daily living needs: mobility, bathing, beds, moving and handling, pressure care, seating, toileting and related equipment, or a strong special-item or bespoke capability. For standard products, competitive line-by-line pricing matters, but products must meet the specified requirements. Suppliers also need to manage call-off orders and delivery to council warehouses, establishments and private residences. Contract performance includes timely responses to telephone and email enquiries, itemised invoices without carriage charges, and equipment supplied with fitting instructions and user guides, including large-print or translated versions when required. Bespoke orders are subject to secondary competition.
