Summary of the contracting process

The University Hospitals of Derby and Burton NHS Foundation Trust is inviting suppliers to participate in a tender process for a framework agreement concerning the supply of Unlicensed Compound Specials. This initiative is aimed at addressing the needs of the East Midlands Pharmacy Collaborative, which lacks sufficient capacity to compound the required unlicensed medicinal products. The procurement process is currently in the planning stage, with pre-market engagement meetings scheduled via Microsoft Teams on 11th and 12th November 2025. Interested parties can participate in these sessions to discuss the specification and product list and provide feedback on the proposed award criteria and bidding process. The framework contract is valued at £1,000,000, with the procurement location based in Derby, UK, and the buying organisation operating within the public authority - central government sector.

This tender presents a significant opportunity for businesses specialising in pharmaceutical products, particularly those capable of supplying high-quality, batch-produced unlicensed medicines. The framework agreement offers potential for small and medium enterprises (SMEs) to engage, as it involves supplying essential products that support the clinical needs of patients when licensed medicines are unavailable. By participating in this procurement process, firms can expand their client base within the NHS and establish long-term partnerships with healthcare institutions in the East Midlands, a prospect that promises sustained business growth and stability in the industry.

Notice Title

Framework for the supply of Unlicensed Compound Specials

Notice Description

The Tender is to establish a framework agreement for the supply of Unlicensed Compounded Specials to members of the East Midlands Pharmacy Collaborative. Unlicensed compounded medicinal products are purchased to meet the clinical needs of patients for which no licensed medicine is available. Participating Trusts within the East Midlands have insufficient capacity to compound sufficient unlicensed medicines to meet their needs, therefore a supplier/supplier(s) are sought who are able to offer a high-quality, cost-effective service to supply unlicensed compounded medicines. Trusts will buy the unlicensed compounded medicines to hold as stock, to meet the anticipated future needs of their patients. The unlicensed medicines will, therefore, be required to be batch produced and quality assured.
