NHS Shared Business Services (NHS SBS) are consulting on a proposal to tender for the renewal of the existing Public Sector Construction Works (PS-Works) framework agreement to support NHS organisations and the wider public sector in procuring these services. The current framework agreement will expire on 16th December 2027. To help define and develop our national procurement strategy and to assist with the development of our service specification to meet the needs of NHS organisations and the wider public sector, NHS SBS are engaging with potential suppliers (as part of preliminary market engagement) prior to the release of a Tender Notice on the Find a Tender website. The existing framework agreement includes the following Lots, which are under consideration during this preliminary market engagement: Lot 1 - Public sector and healthcare: £0m - £2.5m (12 regions) Lot 2 - Public sector and healthcare: £2.5m - £5m (12 regions) Lot 3 - Public sector: £5m - £15m (12 regions) Lot 4 - Public sector: £15m - £35m (national) Lot 5 - Public sector: £35m+ (national) Companies wishing to participate in the preliminary market engagement should complete the Preliminary Market Engagement Questionnaire (PMEQ) by the following deadline: 12pm on Thursday 13th November 2025. https://discovery.ariba.com/rfx/23475396 The aim of the PMEQ is to notify the market of NHS SBS's future plans, gauge interest in the opportunity from the market, and understand how it should be structured to provide a best in class offer. PRELIMINARY MARKET ENGAGEMENT QUESTIONNAIRE NHS SBS would like to obtain the markets views, suggestions, and proposals during this preliminary market engagement. All submissions will be treated confidentially. Please note, companies are not required to respond to all questions within the PMEQ. POSSIBLE SUBSEQUENT ENGAGEMENT NHS SBS may host open virtual forums (such as webinars) to engage further with the market following analysis of PMEQ responses. Within the PMEQ, companies need to confirm whether they would like to participate in such further engagement, and if so, provide contact details for their nominated attendee. We are committed to working with suppliers who are dedicated to Sustainability and Social Value and there will be a significant weighting on this within the procurement documents. NHS Shared Business Services Limited (NHS SBS) act in an Agency capacity for and on behalf of its customers (Approved Organisations) - existing and new. These comprise of NHS and social care organisations (whether acting individually, or on behalf of, or together as members of any consortia) along with any other public or private sector bodies which NHS SBS authorises to use the resulting Framework.
