Summary of the contracting process

Cardiff Metropolitan University procured premises cleaning services across its university premises in Cardiff. The requirement covers the ongoing cleaning of the University’s buildings and facilities, classified as cleaning services (CPV 90910000). The buyer is Cardiff Metropolitan University, based at its Llandaff Campus in Cardiff. The work is a single service requirement rather than multiple separately described lots, and the procurement was suitable for small and medium-sized enterprises. The service is delivered for the University’s premises in Cardiff, so suppliers need to be able to operate and manage cleaning activity across that estate. The selected provider is Atlas Facilities Management Limited, a large facilities management business based in Berkshire.

The procurement is complete and was awarded to Atlas Facilities Management Limited on 1 May 2026; the contract was signed on 30 June 2026. The awarded value is £8,632,202 excluding VAT (£10,358,642 including VAT). The initial contract period runs from 1 July 2026 to 30 June 2031, with two optional one-year extensions available at the University’s discretion, allowing a maximum end date of 30 June 2033. The estimated tender value was £7,300,000 excluding VAT (£8,760,000 including VAT). This was a selective competitive flexible procedure with two stages: participation and tender. Five bids were received and four reached the final stage. Evaluation was quality 60%, cost 30% and social value 10%.

This procurement indicates substantial, recurring demand from Cardiff Metropolitan University for managed premises cleaning across a university estate. A credible competitor would need the operational capacity, trained workforce and management systems to deliver cleaning consistently across multiple premises, while meeting contractual performance, health and safety, and relationship-management requirements. The stated technical standards are British Institute of Cleaning Science standards, the NHS Wales National Standards of Cleanliness (2021), or equivalent, together with Healthcare Inspectorate Wales standards or equivalent. Financial and corporate capability is also important: the successful tender profile required at least three years’ trading, annual turnover above £15 million, a current ratio of at least one, and employers’, public and product liability insurance at specified levels. Compliance with UK GDPR and data-subject rights was required.
