Summary of the contracting process

The procurement process initiated by West Dunbartonshire Council concerns the "Supporting Community Independence - Care at Home Framework for Adults." This initiative focuses on health and social work services, specifically within UKM81, encompassing Clydebank, Dumbarton, Vale of Leven, and their surrounding areas. The procurement stage is currently at the award phase, with the Flexible Framework being established. This framework, following regulations 74-76 of the Public Contracts (Scotland) Regulations 2015, enables ongoing admission of new providers over its duration, anticipated for five years with an optional two-year extension. Key elements include an open and adaptable framework agreement, inviting multiple providers to participate, with an agreement signed on 6th April 2026.

This tender presents substantial opportunities for service providers specialising in social and health care services. Companies with expertise in delivering personal and housing support, particularly those familiar with Self-Directed Support (Scotland) Act 2013 requirements, are well-suited to participate. With a total estimated framework value of £25 million, businesses capable of maintaining the required Care Inspectorate grades and insurance standards should consider this opportunity to expand their service offerings and influence community care provisions. The open procedure method ensures a competitive and transparent selection, with community benefits linked to contractor spending over £50,000 per annum, promoting business growth and social impact delivery.
