Summary of the contracting process

Newcastle City Council initiated a procurement process for the "Community Wellbeing Pathfinder Service," aimed at enhancing community support and well-being across Newcastle Upon Tyne, United Kingdom. This tender involves the provision of services focused on early intervention and asset-based approaches to improve individuals' physical, mental, and social well-being. The procurement process began with a market engagement session on 24 October 2025, and proceeded through to an active tender stage, with submissions required by 16 January 2026. The anticipated start date for the contract is 1 April 2026, concluding on 31 March 2029. The procurement method adopted is an open procedure within the "services" category, under a "light touch" regime, and involves a substantial gross contract value of £770,000.

This procurement presents significant growth opportunities for businesses specialising in community health and guidance services, particularly those adept at delivering non-clinical, personalised interventions to enhance community well-being. Suitable candidates include small and medium enterprises (SMEs) and voluntary, community, and social enterprises (VCSEs), capable of providing holistic support complementing statutory provisions. Given the focus on reducing social isolation, improving mental health, and mitigating financial hardship, businesses with expertise in these areas are well-positioned to contribute and potentially expand their service offerings within the Newcastle region.
