                    "rationale": "Need for additional works, services or supplies by the original contractor/concessionaire: Delivering the proposed efficiencies for this contract relies on the current provider working closely with people using the services and families / unpaid carers. It would not be a reasonable expectation for the provider to deliver the proposed efficiencies, at the same time as participating in a competitive process for a new contract. Therefore, a competitive process would delay the implementation of savings, which would be a significant inconvenience to the Council as the contracting authority."
