Summary of the contracting process

The procurement process initiated by The Council of the Borough of Kirklees focuses on the provision of "Overnight Short Breaks" for children with disabilities. This opportunity is in the planning stage, with the council seeking market feedback via a Preliminary Market Engagement that concludes on 3rd November 2025. The procurement falls under the Health and Social Work Services category and is planned to operate within the Kirklees region. The council is exploring future contractual arrangements to start from 1st April 2026, lasting until 31st March 2028. Two lots are proposed: one for OFSTED registered provisions and another for CQC registered provisions, both requiring excellent ratings. The initial response should be submitted through the Yortender portal, with services anticipated to be commissioned over 52 weeks annually, including bank holidays.

This tender presents significant opportunities for businesses especially those within the Health and Social Work Services sector. Providers with existing OFSTED or CQC registrations and a track record in providing specialised care could find a competitive advantage here. As the council prioritises high-quality provisions for vulnerable children, small to medium-sized enterprises (SMEs) and voluntary community and social enterprises (VCSEs) with expertise in children’s overnight care can leverage this contract to expand their service portfolio and enhance community engagement. The procurement calls for services conducted within the Kirklees area, allowing local businesses to further develop their regional presence and impact.
