Summary of the contracting process

Leeds City Council is currently in the tender stage for the "Non Housing Roofing Responsive Repairs" project. This procurement process aims to establish a closed framework agreement with up to two contractors to support Leeds Building Services in executing roofing repairs and maintenance across civic and commercial properties. The scope of work includes dealing with various roofing materials such as slate, tile, and flat roofing systems. The contract is valued at an estimated £1,040,000 for a period of up to four years, including extensions. The competitive flexible procedure being employed requires initial submissions by 18th November 2025, with the full tender documents expected to be issued to shortlisted candidates in early December. The tender evaluation process will take place from late January through early February 2026, with the contract itself commencing on 1st June 2026.

This tender presents significant growth opportunities for businesses specialising in roofing services, particularly those capable of managing diverse material requirements and ensuring high standards across numerous sites. Firms that are agile in handling variable work volumes could be well-suited for this contract, especially small and medium-sized enterprises (SMEs) due to their often flexible operational structures. Companies that demonstrate robust financial health, technical expertise, and a commitment to health and safety standards will be favourably considered, aligning with the Council's emphasis on quality and compliance as they form an integral part of the selection criteria. Engaging in this tender could enhance business portfolios, improve market standing, and deliver stable regional growth through sustained public sector collaboration.

Lot Information

Lot 1

Renewal: The contract may be extended for up to two periods of 12 months. Where the contract contains extension provisions tenderers should be aware that when deciding whether to take up any contract extension the council will, under its duty to obtain best value, consider a range of factors. The most important factors will be contract performance, efficiency improvements and/or cost reductions, increased income and social value in line with potential savings which the council has reason to believe would be achievable by retendering the contract.
