Management Information Systems for Schools in England
Notice Description
This PME does not signify the commencement of any procurement process and does not constitute any commitment by the Department for Education (DfE). If DfE decides to commence any procurement process subject to the Procurement Act 2023 as contemplated by this notice, a separate notice(s) will be published at the relevant time. DfE would like to encourage all relevant organisations, including Small to Medium-sized Enterprises (SMEs) and Voluntary, Community and Social Enterprises (VCSEs), to participate and have made the engagement process as open as possible in order to facilitate this (please see further details in the "Engagement process description" section below). Consideration will be given to consortia and collaborative bids from all forms of organisations subject to confirmation of a competitive tender process. The Purpose: Preliminary Market Engagement is being undertaken to refine DfE's requirements as it looks to establish a route to market for schools under the Procurement Act 2023 for management information systems (MIS) that enables them to analyse, use and report on key data with a focus on interoperability. It is currently anticipated that this will be in the form of an open framework as defined in the Procurement Act 2023. As part of the preliminary market engagement, DfE is keen to work with MIS suppliers in England to explore how we can harness the potential of data to provide new and valuable insights to share with schools, academy trusts, and local authorities in England to improve outcomes for children and young people, parents and carers. This particular initiative has been branded the Data spine and was referenced in the Schools White Paper published in February 2026. It is anticipated that outcomes of this initiative will be included within the remit of aforementioned route to market. Further information on the link between the MIS route to market project and the Data spine will be shared as part of the engagement process, starting with the market engagement webinar (please see further details in the "Engagement process description" section below). We will conduct further market engagement during spring 2026 with a view to using the market engagement and stakeholders views to further inform the specifics of the proposed MIS route to market. By fully engaging in this process, including the Data spine initiative, organisations have the opportunity to feed into the design of the proposed MIS route to market and ensure it is cognizant of market capabilities.
Planning Information
DfE is holding a market engagement webinar via Microsoft Teams on Thursday 9th April 2026 which will run for approximately 1 hour, 3pm - 4pm. Following the webinar, interested suppliers will be able to feedback on what they have been told via Jaggaer (the DfE’s e-sourcing system). There are several ways to participate in this opportunity and register your organisation's interest in attending the webinar. For organisations registered on Jaggaer: 1. If you are already registered on Jaggaer, please link through to project_10143 or ssq_751. 2. Please ensure full names, job titles and email addresses are provided via Jaggaer for those who wish to attend. For organisations who are not registered on Jaggaer, you will need to register in order to notify us of your interest in the opportunity and it be sent the link to the webinar: 1. Please view the "current opportunities" page at Jaggaer https://education.app.jaggaer.com and search for: project_10143 or ssq_751. Once you have located project_10143 / ssq_751, please confirm your interest by selecting "Intend to Respond" and "Submit" to receive full access to the opportunity. All relevant documentation will be made available in the Data Room. 2. Please ensure full names, job titles and email addresses are provided via Jaggaer for those who wish to attend. This can be done through the messaging facility on the project. Note that whilst it is not necessary for this engagement, all future communication with DfE, including access to the post-webinar questionnaire and all additional market engagement activities will be held via Jaggaer. All organisations who have expressed an interest in this opportunity, including those who are unable to attend the webinar, will have access to relevant information and any supporting notes which will be made available via the Data Room within project_10143 / ssq_751 at https://education.app.jaggaer.com/. This will include any questions or clarifications sent via email that would benefit all interested in the event. One to one sessions Interested organisations are able to request a one to one session with DfE where they are interested in participating in this opportunity via the Jaggaer system. We would aim to conclude all meetings by the end of April 2026. These discussions will be formally structured with notes taken to ensure transparency and fair treatment of all interested participants. Previous engagement On 23rd September 2025, the Department published notice F01 2025/S 000-059040 (https://www.find-tender.service.gov.uk/Notice/059040-2025) to conduct engagement with management information system suppliers more generally and separately to this formal preliminary market engagement exercise. However, information gathered from this engagement under the F01 notice may be used where relevant in addition to the output of the engagement under this notice. On 22nd October 2025, the Department published notice UK2 2025/S 000-067306 (https://www.find-tender.service.gov.uk/Notice/067306-2025) to conduct preliminary market engagement to help DfE refine its requirements as it looks to establish a route to market for schools under Procurement Act 2023. Following information gathered and conversations held internally, DfE has decided to bring together its requirements around this proposed route to market activity and it’s Data Insights pilot (since rebranded as Data spine). Any information gathered from this engagement under this UK2 notice may be used where relevant in addition to the output of the engagement under this revised UK2 notice. On 12th January 2026, the Department published notice F01 2026/S 000-002358 (https://www.find-tender.service.gov.uk/Notice/002358-2026) and subsequently published a corrigendum on 19th January 2026 F14 2026/S 000-004155 (https://www.find-tender.service.gov.uk/Notice/004155-2026) to conduct engagement with management information system suppliers and invite them to share with us information around how DfE can harness the potential of data collected in schools and increase data flows from school MIS system to DfE. Following information gathered and conversations held internally, DfE has since rebranded this activity as Data spine and this initiative was referenced in the published Schools White Paper. In order to create efficiencies and reduce confusion in the sector, we have decided to join up the engagement for the Data spine and MIS route to market project. However, information gathered from this engagement under the F01 /F14 notice may be used where relevant in addition to the output of the engagement under this notice. If you remain interested in taking part in the Preliminary Market Engagement described in this notice, interested organisation who have already responded to any of the three previous notices referred to above are requested also to respond to this notice so that we have a clear and up-to-date picture of the organisations interested in the combined route to market covering both MIS and the Data spine initiative.
