Summary of the contracting process

The Ministry of Defence has outlined a planned procurement process for the British Army Training Unit Kenya (BATUK) Medical Evacuation (MEDEVAC) services under the title "UK3 715851479". This project is currently at the planning stage with the latest updates being published on 14 July 2026, initiating a tender process set to cover the provision of aviation and ground MEDEVAC services in Kenya. The procurement employs a competitive flexible procedure, allowing for a selective approach in potential bidder qualifications structured in a two-stage tender process. With an estimated contract value of £128.5 million gross, and scheduled contracts to start in November 2027, the Ministry anticipates appointing key service providers specifically skilled within the aviation and medical evacuation sectors. Businesses interested should ensure expressions of interest by the deadline on 30 November 2026, while the final award is expected by 15 October 2027.

This tender offers significant opportunities for businesses specializing in piloted aircraft, helicopters, and ambulance services, especially those capable of delivering strategic medical support and transportation across challenging terrains such as Kenya. SMEs are particularly encouraged to participate, aligning with the Ministry’s objective to foster diverse supplier engagement. Companies involved in logistics, aviation, and healthcare services, including support and rescue operations, would be well-positioned to leverage this opportunity for growth. The requirement emphasizes comprehensive service delivery, involving both aerial and ground transfer solutions, thus requiring tenderers to showcase robust operational capabilities, cost-effectiveness, and flexibility in managing MEDEVAC services within specified regions and timelines.

The Qualification Envelope contains PASS / FAIL questions which must be achieve a PASS by the Potential Provider in order to progress to the Stage 2 (except where the Authority has discretion not to fail the Potential Provider). b. Stage 2 (SCORED and PASS / FAIL Evaluation) - Technical Envelope. Those Potential Providers who are successful in the Stage 1 evaluation will then be taken forward into the Stage 2 evaluation where their capability will be assessed using a series of PASS/FAIL and weighted questions which include a scoring regime across a range of weighted criteria. The weighted questions and criteria have been weighted to reflect the relevant importance of the question and criteria to the assessment of the capability of the Potential Provider. No more than five Potential Providers will be taken forward from this PSQ to participate in the Invitation to Tender (ITT). The stage 2 evaluation scores and weightings are detailed within the PSQ Assessment Methodology Document. An individual weighted score is calculated for each question by multiplying the question weighting by the appropriate score allocated to the Potential Provider for that question. A total weighted score is then calculated by adding together the entire individual question weighted scores for the Potential Provider. The Potential Provider's response to each question shall be evaluated in accordance with the Potential Provider selection criteria detailed in the PSQ Assessment Methodology Document. All questions must be answered without reference to general marketing or promotional material. No more than five Potential Providers will be taken forward from this PSQ to participate in the Invitation to Tender (ITT). The exercise will be conducted in the English language. If any of the required information (e.g. text in financial accounts) is not available in English, please supply a copy of the original document and an English translation of that information. A maximum of five Potential Providers will be shortlisted from this PSQ stage to proceed to the Invitation to Tender (ITT). Only Potential Providers who: a. Achieve a 'pass' rating on all pass/fail questions, and b. Meet or exceed the minimum required standards for economic and financial standing, as well as technical or professional ability, as set out in the Authority's pre-qualification criteria; will be invited to submit a tender. If more than five Potential Providers satisfy the above criteria, only the top five Potential Providers with the highest overall evaluation scores will progress to the ITT. The Authority reserves the right, at its sole discretion, to obtain independent financial and market advice to verify the accuracy of information provided by Potential Providers or to assist in any aspect of the pre-qualification evaluation.",
