Summary of the contracting process

Gateshead Borough Council established a framework for residential and nursing care homes serving older people in the borough. It covers care for residents with general needs and people with learning or physical disabilities, mental health conditions, autism, neurological needs, or palliative and end-of-life care funded by the Council. The six service categories distinguish general residential and nursing care, residential and nursing care for people with EMI needs, and dual-registered provision. Care must be delivered by homes located in Gateshead. The opportunity is relevant to residential and nursing home operators able to provide one or more of these types of care locally.

The open-procedure procurement is complete and awards were made on 23 September 2026. The framework runs from 6 October 2026 to 6 October 2031. Each of the six lots has an awarded value of £325 million; these are separate lot values and are not a combined total. The seven suppliers appointed to Lots 1 and 3 are Akari Care, Barchester Healthcare Homes, Care UK Community Partnerships, Enhanced Elderly Care, Gainford Care Homes, Prestwick Care and Solehawk. Lot 2 also includes these suppliers except Barchester. Lot 4 appointed Akari Care, Barchester, Gainford Care Homes, Prestwick Care, Solehawk and Everyturn. Lots 5 and 6 appointed Akari Care, Anchor Hanover, Barchester, Care UK, Enhanced Elderly Care, Hadrian Healthcare (Whickham), Hawksbury House, HC-One No.1, Parkside Care, Sanctuary Care and Wellburn Care Homes. All criteria were assessed pass/fail.

This framework demonstrates demand for local residential and nursing care across both general and specialist needs, with provision organised into distinct service categories. A credible provider needs an operational care home within Gateshead that is registered with the Care Quality Commission, alongside Information Commissioner’s Office registration, a complaints policy, Disclosure and Barring Service arrangements and confirmation of right-to-work compliance. Dual-registered provision also requires registered nurses regulated by the Nursing and Midwifery Council. Providers must demonstrate business continuity and address social value. The appointed cohort spans large operators and smaller providers, showing that participation was not limited to one business size. Providers need the capacity and relevant care provision to deliver placements under individual residence agreements.

Residential and Nursing Care Homes for Ageing Well People in the Borough of Gateshead

Notice Description

The Council has established a Light Touch Framework (LTF) for Residential and Nursing Home Provision for Ageing Well People in Gateshead. This Light Touch Framework is for the provision of Residential and Nursing Care across all Resident groups, including but not limited to people with general need, individuals with learning and/or physical disabilities, mental health conditions, autism, neurological needs, palliative care and end of life care funded by the Council. The Light Touch Framework is only applicable for Residential and Nursing Care Homes situated in the Borough of Gateshead. Please note that Bids can only be made in respect of Homes within the Borough of Gateshead that are constructed, fully operational and CQC registered at the point of Bid submission. As the initial procurement is now concluded, the LTF is closed to new applications. However, the Council intends to re-open the LTF at least annually on the anniversary of the contract start date, to allow new or previously unsuccessful Care Homes to join the LTF. At such time new Bidders, or those who were previously unsuccessful, will need to complete new Bids accordingly. Any providers who have now been appointed to the LTF during the initial procurement exercise do not need to re-apply. Subsequent to this, the Council may re-open and re-close the LTF at its absolute discretion, at any other interval it deems appropriate to invite new or previously unsuccessful Care Homes to join the LTF. If and when the LTF is re-opened for applicants, new Bidders will have to complete new applications / Bids accordingly. Any providers appointed to the LTF during the initial procurement exercise do not need to re-apply. Additional Lots may be added to this LTF during the contract period. Planning Information

Gateshead Council (the Council) is in the process of renewing its Contract for Residential and Nursing Care Home Contract for Ageing Well People in the Borough of Gateshead, which is due to go to Tender in June 2026. As part of this process the Council is conducting this Market Engagement Exercise to inform the market of our intentions regarding the future procurement process. Suppliers are invited to consider the inquiries detailed within this Market Engagement Questionnaire and complete the questionnaire in Section Two. Suppliers are also invited to attend a Market Engagement Event on Tuesday 2nd June 2026, 3 - 4:30pm via Teams, where we will give an overview of how the proposed Contract will operate and what interested Contractors will need to do to participate in the procurement process.
