Summary of the contracting process

The Ministry of Defence procured field accommodation furniture for delivery across the United Kingdom, through Babcock Land Defence Limited acting as its agent. The requirement covered two lots: mosquito nets and document boxes. The items are classified as parts of furniture under CPV 39157000 and form part of a defence and security procurement. Three items were identified within the scope, with the possibility of adding further similar items after award through requests for quotations. Each item must be supplied against its relevant NATO Stock Number and comply with the applicable specifications and compliance standards. The framework includes performance measures covering delivery and quality, with remedies for poor performance. This opportunity is therefore relevant to manufacturers, distributors and specialist suppliers of field-use accommodation equipment and storage products.

The procurement is complete and was awarded through a selective competitive flexible procedure under the Public Procurement Act 2023. The framework was awarded on 4 June 2026, with pricing weighted at 60% and technical quality at 40% for each lot. Lifemarque Limited won Lot 1, mosquito nets, for £600,000 excluding VAT (£720,000 including VAT). The award contract was signed on 29 June 2026 and runs from 29 June 2026 to 28 June 2030. T.O.C. Limited won Lot 2, document boxes, for £1,077,000 excluding VAT (£1,292,400 including VAT). Its contract was signed on 25 June 2026 and runs from 25 June 2026 to 24 June 2030. The framework is closed, with two participants and no reopening of competition.

This award demonstrates sustained Ministry of Defence demand for standardised field accommodation equipment supplied through a formal framework. A credible future competitor would need reliable manufacturing or distribution capacity for mosquito nets, document boxes or closely related products, together with robust control of product specifications, NATO Stock Numbers and compliance standards. The evaluation also shows that price is important, but technical capability accounts for a substantial part of the decision. Relevant evidence would include supply-chain management, contract coverage, price control, lead-time control, availability management and dependable delivery performance. Suppliers should also be able to manage counterfeit risks and product obsolescence, verify samples against specifications, and support performance reporting on delivery and quality. Firms able to provide consistent UK-wide fulfilment and respond to requests for quotations would be well placed.
