Summary of the contracting process

The Home Office, a public authority part of the UK's central government, is in the planning stage of a procurement process for the Environment, Build, Support and Administration (EBSA) under the Technology Services 4 (TS4) framework. The procurement aims to engage suppliers for a highly secure and scalable enterprise applications platform hosted on AWS, with services expected to start in late August 2026. The procurement process is currently at the planning stage, involving market engagement with a deadline for feedback set for 21 November 2025. The engagement includes a virtual briefing event on 18 November 2025. The procurement spans multiple regions within the UK, targeting the services category with an estimated budget of approximately £240 million gross.

This contract presents a growth opportunity for businesses specialising in infrastructure platform support, management, and systems consultancy services. Organisations capable of providing business analysis, system quality assurance, programming, and secure multi-tenancy solutions should consider participating. With the current provider being Capgemini, there is potential for new entrants to demonstrate capabilities in delivering efficient, secure, and scalable cloud solutions. Companies interested must be registered on the Home Office's eSourcing Portal and indicate their interest through the specified procedures by ensuring compliance with the outlined timelines and requirements, including possessing a valid DUNS number. This procurement offers substantial scope for businesses looking to expand their footprint in public sector digital infrastructure services.
