        "description": "Aneurin Bevan University Health Board (ABUHB) requires a contract for the provision of Mental Health and Learning Disabilities (MH/LD) services, divided in 2 Lots: Lot 1- Welfare Advice Service Lot 2- Rainbow Connector Service The procurement will be done under The Procurement Act 2023 using Open Procedure. Therefore, to fully test the market and allow SMEs to have the opportunity to bid, it is decided that an open market is the best approach. Tenders will be evaluated following the process below: 1. Conditions for Participation (inclusive of the Selection Criteria Document) 1.1. Only bidders who pass all questions within the qualification envelope and Selection Criteria document will proceed to the Key Criteria Stage. 2. Key Criteria Response 2.1. Bidders who have passed all preceding stages will have their technical response evaluated in accordance with the evaluation methodology. 3. Commercial Response 3.1.
