Summary of the contracting process

Business Services Organisation Procurement and Logistics Service is establishing a framework for Health and Social Care Northern Ireland, covering the supply and delivery of external breast prostheses and associated products. The buying organisations are the Belfast, Northern, Southern, South Eastern and Western Health and Social Care Trusts, serving patients across Northern Ireland. The requirement covers full breast prostheses for people who have had a breast removed; partial prostheses for post-surgical symmetry; soft prostheses for immediate post-mastectomy, short-term or radiotherapy use; leisure prostheses, including options for swimming; and bras to support breasts or hold prostheses after surgery. The procurement has been awarded through an open procedure and a closed framework agreement, with awards made on 30 June 2026. Amoena UK Ltd, Trulife Ltd and Boost Innovations Ltd were awarded Lot 1, full breast prostheses, at £1,128,703.13 excluding VAT (£1,354,443.75 gross). Amoena and Trulife were awarded Lot 2, partial prostheses, at £129,591 (£155,509.20 gross), and Lot 3, soft form prostheses, at £317,625 (£381,150 gross). Amoena, Trulife and Boost were awarded Lot 4, leisure prostheses, at £31,878 (£38,253.60 gross). Amoena, Trulife and Iskus Health Ltd were awarded Lot 5, bras, at £12,808.13 (£15,369.75 gross). The award date was 30 June 2026, with signature scheduled for 31 July 2026. Each lot runs from 1 August 2026 to 31 July 2028, with extensions available up to 31 July 2030. Evaluation used mandatory specification compliance, bench testing and price on a pass/fail basis.

This award shows established demand from five Northern Ireland health trusts for specialist breast-care products supplied through a multi-supplier framework. A credible future competitor would need to manufacture or distribute external breast prostheses and post-surgical bras, with a product range covering full, partial, soft-form and leisure applications. Capability should include silicone, polyurethane, gel, foam and alternative-material products, alongside varied shapes, sizes, weights, colours, fullness and fitting options. Suppliers should be able to support individual patient requirements, including immediate post-mastectomy care, radiotherapy, changing breast shape and size, leisure use and swimming. Products must be capable of demonstrating compliance with a detailed specification and passing bench-top assessment. The award attracted two or three final-stage bids per lot, including small and medium-sized enterprise bidders, indicating that specialist suppliers with relevant technical evidence and reliable healthcare distribution can compete.

Lot Information

Full Breast Prostheses

Whole breast form prostheses to be used outside of the breast, inside a pocketed bra or adhered directly to the surface of the skin. Made predominantly from silicone, they may be formed from an outer polyurethane layer filled with silicone gel, or a solid or foam silicone. Used to mimic a whole/full breast when the whole breast has been surgically removed, in a variety of shapes, sizes, colours and weights to suit the specific requirements of the individual.

Options: The right to additional purchases while the contract is valid. The Buyer reserves the right to increase the product range depending on Service User requirements. The estimated values quoted allow for potential growth and increases to the service

Renewal: Option to extend for any period(s) up to and including 24 months

Partial Breast Prostheses

Partial breast prostheses are made from a polyurethane layer filled with silicone gel and may be worn inside a bra. Used to provide symmetry to a breast post-surgery when only a portion of tissue has been removed. Required in a variety of asymmetric and symmetrical shapes, sizes and weights to suit the specific requirements of the individual. The prosthesis is pre-shaped and available in a range of weights, fullness, shape and size, to mimic a natural breast. Gel filled prosthesis may be made from standard silicone gel, incorporate temperature balancing mechanisms or be adjustable to improve fit and accommodate changing breast shape and size.

Renewal: Option to extend for any period(s) up to and including 24 months

Soft Form Prostheses

Soft form prostheses are required in an alternative material to silicone, intended for immediate post-mastectomy use. Required in a variety of asymmetric and symmetrical shapes and sizes to suit the specific requirements of the individual. Unweighted breast prosthesis may be used on a short term or temporary basis, such as immediately after surgery or during radiotherapy treatment.

Renewal: Option to extend for any period(s) up to and including 24 months

Leisure Prostheses

Ready sized whole breast prosthesis suitable for leisure activity to be used outside of the breast. Breast prosthesis suitable for use during leisure activities may be made from a variety of materials, and may be suitable for use when swimming in chlorinated or salt water.

Options: The right to additional purchases while the contract is valid. The Buyer reserves the right to increase the product range depending on Service User requirements. The estimated values quoted allow for potential growth and increases to the service

Renewal: Option to extend for any period(s) up to and including 24 months

Bras

Bras suitable for use to support the breast after various surgical procedures. Bras may be used to hold a prosthesis following breast removal or support the breast following different types of breast surgery. A wide range of sizes are required to meet the individual needs of women.

This is a Preliminary Market Engagement notice to seek engagement with the market place for External Breast Prosthesis. This notice is for the Belfast Health and Social Care Trust (BHSCT), Western Health and Social Care Trust (WHSCT) , South Eastern Health and Social Care Trust (SEHSCT), Southern Health and Social Care Trust (SHSCT) and Northern Health and Social Care Trust (NHSCT). The Business Services Organisation, Procurement and Logistics Service on behalf of the BHSCT, WHSCT, SEHSCT, SHSCT and NHSCT wish to engage with potential suppliers to obtain a market view of requirements through the completion of a Questionnaire. Any interested suppliers are required to submit their response through the eTendersNI secure messaging area of this Call for Tender (CfT) Ref 6231524. All correspondence in relation to this Preliminary Market Engagement exercise will be communicated via the eTendersNI secure messaging area.
