Summary of the contracting process

The Regional Business Services Organisation’s Procurement and Logistics Service bought external breast prostheses for use across Belfast, Northern, Southern, South Eastern and Western Health and Social Care Trusts in Northern Ireland. The requirement covers the supply and delivery of five product categories: full breast prostheses, partial breast prostheses, soft form prostheses, leisure prostheses and bras. This is a goods procurement for medical equipment and personal care products, including products intended to support people requiring breast prostheses. The participating Trusts evaluated the tender, while the Procurement and Logistics Service acted for the regional health and social care organisations. Delivery and use are therefore spread across health and social care services in Northern Ireland.

The procurement has been awarded following an above-threshold open procedure, with a closed framework allowing awards with or without reopening competition. The award date was 30 June 2026 and contracts were signed on 31 July 2026. Each contract runs from 1 August 2026 to 31 July 2028, with an option to extend by up to 24 months, to a maximum end date of 31 July 2030. Awards were made separately: full prostheses to Amoena UK Ltd, Trulife Ltd, Boost Innovations Ltd and Amoena (UK) Limited, worth £1,128,703.13 excluding VAT; partial prostheses to Amoena UK Ltd, Trulife Ltd and Amoena (UK) Limited, worth £129,591; soft form prostheses to the same three suppliers, worth £317,625; leisure prostheses to Amoena UK Ltd, Trulife Ltd, Boost Innovations Ltd and Amoena (UK) Limited, worth £31,878; and bras to Amoena UK Ltd, Trulife Ltd, Iskus Health Ltd and Amoena (UK) Limited, worth £12,808.13. Evaluation used pass/fail quality compliance, mandatory benchtop assessment and price.

This procurement demonstrates established regional demand for specialist external breast prostheses and related bras across Northern Ireland’s health and social care trusts. Suppliers suited to a future requirement would need the product range and distribution capability to serve multiple healthcare organisations, with reliable supply and delivery arrangements. Credibility would depend on demonstrating compliance with the specified product requirements and passing mandatory benchtop assessments validating conformance with the product specification. Price remains a pass/fail consideration alongside these quality requirements, so suppliers would need commercially competitive products that meet the technical standard. The awards show that both larger businesses and SMEs competed successfully, including suppliers based in the UK and Ireland. Experience supplying medical equipment or personal care products to health services, and the capacity to support a multi-site regional arrangement, would be relevant.
