NHS HWE Domiciliary Care AQP - ICB Wide
Notice Description
NHS Hertfordshire and West Essex ICB opened the NHS HWE Domiciliary Care Any Qualified Provider (AQP) contract for applications. Evaluations are now complete. This procurement was run as a competitive process (with multi-provider award) under the Provider Selection Regime (PSR). <br/><br/>This contract covers the provision of domiciliary care for adults eligible for NHS Continuing Healthcare and is applicable to local Providers with a CQC-registered service location within 3 miles of NHS Hertfordshire and West Essex ICB. The contract includes both non-specialist and specialist domiciliary care services under defined Care Tiers.<br/><br/>Applications were open from 17 November 2025 and closed at 5:00 pm on 5 January 2026. Applications were evaluated between 6 January 2026 and 6 March 2026. Services will commence from 1 April 2026. Timelines are indicative and may be subject to change.<br/><br/>The Contract Term is 3 years from service commencement, and the Commissioner may opt to extend the Contract Term by up to 2 years, in accordance with Schedule 1C of the Contract Particulars.

Applications were submitted through CarePulse eProcurement: https://eprocurement.carepulse.co.uk. Full details of the qualification criteria are provided in the procurement documents, available from the CarePulse eProcurement site. All providers that met the eligibility and qualification criteria will be awarded a contract.
There is no limit to the number of providers that can join the Contract. All awarded providers will be added to the AQP list which will be the primary route for the ICB to commission CHC home care packages. Please note that it is a zero-value contract, so there is no guaranteed volume of activity or payment to providers. There is no minimum number of packages that the Provider can expect to receive through the Contract.
The Contract will include both non-specialist and specialist domiciliary care services under defined Care Tiers. Providers will be able to select the Care Tiers and areas that they can deliver against. Providers are not required to deliver against all Care Tiers or in all areas.
Evalucom are managing the procurement process on behalf of the NHS Hertfordshire and West Essex ICB Commissioning Authority.
Options: The Commissioner may opt to extend the Contract Term by up to 2 years, in accordance with Schedule 1C of the Contract Particulars.
