Summary of the contracting process

The NHS Hertfordshire and West Essex Integrated Care Board has concluded the competitive procurement process for the NHS HWE Domiciliary Care Any Qualified Provider (AQP) contract. The procurement belongs to the services category, specifically home medical treatment services, and covers domiciliary care for adults eligible for NHS Continuing Healthcare. Spanning a geographic area within 3 miles of the Integrated Care Board, the domiciliary care contract commenced on 1 April 2026, with services scheduled to continue for three years, potentially extending by up to two years. The process adhered to the Provider Selection Regime (PSR), concluding with an award notice published on 9 March 2026. Applications were previously open from 17 November 2025 to 5 January 2026, and the evaluations occurred between 6 January and 6 March 2026.

This contract presents substantial opportunities for businesses specialising in home healthcare, particularly those registered with the Care Quality Commission (CQC). There is no limitation on the number of providers that can participate, allowing a wide range of service providers to integrate into the AQP list. Businesses offering non-specialist and specialist care services can select the Care Tiers they wish to deliver, thus catering to various segments within the healthcare market. Organisations involved in domiciliary or community healthcare services, especially small and medium-sized enterprises (SMEs) located near the ICB, can benefit from enhanced visibility and business growth, despite the contract being zero-value with no guaranteed volume or payment stipulations. Evalucom assisted in managing the procurement process, making this an accessible opportunity for new and existing providers in the healthcare sector.
